| 10 | 10 | | issue permits for certain quarries and mines. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 8503, Special District Local Laws Code, |
|---|
| 13 | 13 | | is amended by adding Section 8503.033 to read as follows: |
|---|
| 14 | 14 | | Sec. 8503.033. PERMITS FOR CERTAIN QUARRIES AND MINES. (a) |
|---|
| 15 | 15 | | This section applies only to a quarry or mine that is proposed to be |
|---|
| 16 | 16 | | located within: |
|---|
| 17 | 17 | | (1) four miles of a lake owned or operated by the |
|---|
| 18 | 18 | | authority; |
|---|
| 19 | 19 | | (2) four miles of the entrances to two or more state |
|---|
| 20 | 20 | | parks or caverns operated by the Parks and Wildlife Department; and |
|---|
| 21 | 21 | | (3) two miles of a youth camp licensed by the |
|---|
| 22 | 22 | | Department of State Health Services. |
|---|
| 23 | 23 | | (b) The authority may not issue a permit for a quarry or mine |
|---|
| 24 | 24 | | at a site to which this section applies unless the authority or the |
|---|
| 25 | 25 | | commission has performed a study and confirmed that the proposed |
|---|
| 26 | 26 | | quarry or mining operation will not harm any lake or state park. |
|---|
| 27 | 27 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 28 | 28 | | to a permit the application for which is filed with the Lower |
|---|
| 29 | 29 | | Colorado River Authority on or after the effective date of this Act. |
|---|
| 30 | 30 | | A permit the application for which is filed with the authority |
|---|
| 31 | 31 | | before the effective date of this Act is governed by the law as it |
|---|
| 32 | 32 | | existed immediately before the effective date of this Act, and that |
|---|
| 33 | 33 | | law is continued in effect for that purpose. |
|---|
| 34 | 34 | | SECTION 3. This Act takes effect September 1, 2025. |
