| 11 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 10 | | SECTION 1. Section 264.015, Family Code, is amended by |
|---|
| 13 | 11 | | adding Subsections (f), (g), and (h) to read as follows: |
|---|
| 14 | 12 | | (f) The department shall require foster parents, adoptive |
|---|
| 15 | 13 | | parents, kinship caregivers, department caseworkers, department |
|---|
| 16 | 14 | | supervisors, and personnel at agencies that provide services to |
|---|
| 17 | 15 | | children in the department's conservatorship to complete an annual |
|---|
| 18 | 16 | | online eight-hour training course regarding nurturing the |
|---|
| 19 | 17 | | emotional health and supporting the emotional well-being of |
|---|
| 20 | 18 | | children, including instruction on attachment issues, |
|---|
| 21 | 19 | | trauma-informed care, and emotional expression. |
|---|
| 22 | 20 | | (g) In areas of the state where a single source continuum |
|---|
| 23 | 21 | | contractor provides foster care or case management services, the |
|---|
| 24 | 22 | | department shall ensure that the single source continuum contractor |
|---|
| 25 | 23 | | carries out the training required by Subsection (f). |
|---|
| 26 | 24 | | (h) The training required under Subsection (f) must be |
|---|
| 27 | 25 | | offered in Spanish and English. |
|---|
| 28 | 26 | | SECTION 2. This Act takes effect September 1, 2025. |
