64 A BILL TO BE ENTITLED
75 AN ACT
86 relating to certain training for certain individuals who care for
97 children in the conservatorship of the Department of Family and
108 Protective Services.
119 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1210 SECTION 1. Section 264.015, Family Code, is amended by
1311 adding Subsections (f), (g), and (h) to read as follows:
1412 (f) The department shall require foster parents, adoptive
1513 parents, kinship caregivers, department caseworkers, department
1614 supervisors, and personnel at agencies that provide services to
1715 children in the department's conservatorship to complete an annual
1816 online eight-hour training course regarding nurturing the
1917 emotional health and supporting the emotional well-being of
2018 children, including instruction on attachment issues,
2119 trauma-informed care, and emotional expression.
2220 (g) In areas of the state where a single source continuum
2321 contractor provides foster care or case management services, the
2422 department shall ensure that the single source continuum contractor
2523 carries out the training required by Subsection (f).
2624 (h) The training required under Subsection (f) must be
2725 offered in Spanish and English.
2826 SECTION 2. This Act takes effect September 1, 2025.
