 A BILL TO BE ENTITLED
 AN ACT
 relating to the carrying of a handgun by certain persons between 18
 and 21 years of age.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 46.15, Penal Code, is amended by adding
 Subsection (s) to read as follows:
 (s)  The provisions of Section 46.02(a) prohibiting the
 carrying of a handgun by a person younger than 21 years of age do not
 apply to a person who is 18 years of age or older and has
 successfully completed:
 (1)  a handgun proficiency course under Section
 411.188(a), Government Code; and
 (2)  a hunter education course under Section 62.014,
 Parks and Wildlife Code.
 SECTION 2.  The change in law made by this Act applies only
 to an offense committed on or after the effective date of this
 Act.  An offense committed before the effective date of this Act is
 governed by the law in effect on the date the offense was committed,
 and the former law is continued in effect for that purpose.  For
 purposes of this section, an offense was committed before the
 effective date of this Act if any element of the offense occurred
 before that date.
 SECTION 3.  This Act takes effect September 1, 2025.
