11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
12 | 12 | | SECTION 1. Section 29.251, Education Code, is amended to |
---|
13 | 13 | | read as follows: |
---|
14 | 14 | | Sec. 29.251. DEFINITION [DEFINITIONS]. In this subchapter, |
---|
15 | 15 | | "community[: |
---|
16 | 16 | | [(4) "Community] education" means the process by which |
---|
17 | 17 | | the citizens in a school district, using the resources and |
---|
18 | 18 | | facilities of the district or an eligible organization, organize to |
---|
19 | 19 | | support each other and to solve their mutual educational problems |
---|
20 | 20 | | and meet their mutual lifelong needs. Community education may |
---|
21 | 21 | | include: |
---|
22 | 22 | | (1) [(A)] educational programs, including programs |
---|
23 | 23 | | relating to cultural awareness, parenting skills education and |
---|
24 | 24 | | parental involvement in school programs, and multilevel adult |
---|
25 | 25 | | education and personal growth; |
---|
26 | 26 | | (2) [(B)] community involvement programs, including |
---|
27 | 27 | | programs for community economic development, school volunteers, |
---|
28 | 28 | | partnerships between schools and businesses, coordination with |
---|
29 | 29 | | community agencies, school-age child care, family literacy, and |
---|
30 | 30 | | community use of facilities; and |
---|
31 | 31 | | (3) [(C)] programs for youth enrolled in schools, |
---|
32 | 32 | | including [programs for] dropout prevention and recovery programs, |
---|
33 | 33 | | drug-free school programs, school-age parenting programs, and |
---|
34 | 34 | | academic enhancement programs provided both during and outside of |
---|
35 | 35 | | regular school hours. |
---|
36 | 36 | | SECTION 2. Subchapter H, Chapter 29, Education Code, is |
---|
37 | 37 | | amended by adding Section 29.258 to read as follows: |
---|
38 | 38 | | Sec. 29.258. EXTRACURRICULAR COMMUNITY EDUCATION GRANT |
---|
39 | 39 | | PROGRAM. (a) In this section, "extracurricular community |
---|
40 | 40 | | education program" means a community education program for youth |
---|
41 | 41 | | enrolled in schools that is provided outside of regular school |
---|
42 | 42 | | hours, including programs provided after school or during the |
---|
43 | 43 | | summer. |
---|
44 | 44 | | (b) The commissioner shall establish a grant program to |
---|
45 | 45 | | assist eligible organizations with providing extracurricular |
---|
46 | 46 | | community education programs that promote learning and academic |
---|
47 | 47 | | enrichment and may include activities involving art, music, |
---|
48 | 48 | | community engagement, literacy, science, technology, engineering, |
---|
49 | 49 | | math, health, mental health, or recreation. |
---|
50 | 50 | | (c) The objectives of the grant program established by this |
---|
51 | 51 | | section are to: |
---|
52 | 52 | | (1) improve student academic performance by |
---|
53 | 53 | | increasing access to after-school and summer learning and |
---|
54 | 54 | | enrichment opportunities; |
---|
55 | 55 | | (2) reduce truancy by fostering student engagement in |
---|
56 | 56 | | learning and connections to the school and community; |
---|
57 | 57 | | (3) improve student mental health by identifying those |
---|
58 | 58 | | in need and providing early intervention to students and their |
---|
59 | 59 | | families; |
---|
60 | 60 | | (4) increase student access to protective factors that |
---|
61 | 61 | | promote healthy behaviors, attitudes, and relationships, including |
---|
62 | 62 | | access to connections with caring adults; |
---|
63 | 63 | | (5) encourage students to develop the skills and |
---|
64 | 64 | | behaviors necessary to become productive adults, including those |
---|
65 | 65 | | necessary to succeed in postsecondary education or career |
---|
66 | 66 | | opportunities; and |
---|
67 | 67 | | (6) establish community partnerships to ensure |
---|
68 | 68 | | equitable access to resources for students and their families. |
---|
69 | 69 | | (d) To be eligible for a grant under this section, an |
---|
70 | 70 | | organization that provides or seeks to provide an extracurricular |
---|
71 | 71 | | community education program must submit a grant application to the |
---|
72 | 72 | | agency that includes: |
---|
73 | 73 | | (1) an assessment of community needs and existing |
---|
74 | 74 | | program resources, including a description of the extent to which: |
---|
75 | 75 | | (A) students and their families were involved in |
---|
76 | 76 | | the determination of community needs; and |
---|
77 | 77 | | (B) the program addresses or will address the |
---|
78 | 78 | | identified needs; |
---|
79 | 79 | | (2) a description of the organization's relationship |
---|
80 | 80 | | with a public school that the students participating in the program |
---|
81 | 81 | | attend, if applicable; |
---|
82 | 82 | | (3) an analysis of the extent to which the program will |
---|
83 | 83 | | further the objectives described by Subsection (c); |
---|
84 | 84 | | (4) a plan for implementing educational strategies |
---|
85 | 85 | | consistent with industry best practices and for providing program |
---|
86 | 86 | | staff with access to professional development opportunities; and |
---|
87 | 87 | | (5) a description of the data the organization will |
---|
88 | 88 | | use to evaluate the impact of the program. |
---|
89 | 89 | | (e) The commissioner shall adopt rules necessary to |
---|
90 | 90 | | administer the grant program established by this section, including |
---|
91 | 91 | | rules to: |
---|
92 | 92 | | (1) establish a methodology for selecting among |
---|
93 | 93 | | eligible organizations that have applied under Subsection (d) to |
---|
94 | 94 | | receive grants that prioritizes: |
---|
95 | 95 | | (A) programs primarily serving historically |
---|
96 | 96 | | underserved students; |
---|
97 | 97 | | (B) organizations partnered or otherwise |
---|
98 | 98 | | collaborating with public schools that program participants |
---|
99 | 99 | | attend; and |
---|
100 | 100 | | (C) organizations providing a wide array of |
---|
101 | 101 | | services and activities to meet community needs and the objectives |
---|
102 | 102 | | described by Subsection (c); and |
---|
103 | 103 | | (2) monitor and evaluate the performance of grant |
---|
104 | 104 | | recipients, including assessing the effectiveness of a program in |
---|
105 | 105 | | meeting the objectives described by Subsection (c). |
---|
106 | 106 | | (f) To the extent practicable, the commissioner shall award |
---|
107 | 107 | | grants under this section: |
---|
108 | 108 | | (1) equitably among the geographic areas of the state, |
---|
109 | 109 | | including urban, rural, and suburban communities; and |
---|
110 | 110 | | (2) without regard to the grade level of students |
---|
111 | 111 | | served by a program. |
---|
112 | 112 | | (g) The agency shall provide program development assistance |
---|
113 | 113 | | to organizations that receive a grant under this section, including |
---|
114 | 114 | | professional development opportunities for program leaders and |
---|
115 | 115 | | guidance on educational strategies consistent with industry best |
---|
116 | 116 | | practices. |
---|
117 | 117 | | SECTION 3. As soon as practicable after the effective date |
---|
118 | 118 | | of this Act, the commissioner of education shall establish the |
---|
119 | 119 | | extracurricular community education grant program under Section |
---|
120 | 120 | | 29.258, Education Code, as added by this Act, and adopt all rules |
---|
121 | 121 | | necessary for the implementation of that section. |
---|
122 | 122 | | SECTION 4. This Act takes effect immediately if it receives |
---|
123 | 123 | | a vote of two-thirds of all the members elected to each house, as |
---|
124 | 124 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
125 | 125 | | Act does not receive the vote necessary for immediate effect, this |
---|
126 | 126 | | Act takes effect September 1, 2025. |
