9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 12 | | SECTION 1. Section 127.007, Election Code, is amended by |
---|
11 | 13 | | amending Subsections (b) and (c) and adding Subsections (d) and (e) |
---|
12 | 14 | | to read as follows: |
---|
13 | 15 | | (b) The plan required under this section must include: |
---|
14 | 16 | | (1) information on [address] the process for comparing |
---|
15 | 17 | | the number of voters who signed the combination form or electronic |
---|
16 | 18 | | poll list with the number of votes cast for the entire election; |
---|
17 | 19 | | (2) who will provide information to the presiding |
---|
18 | 20 | | judge of the central counting station to complete the |
---|
19 | 21 | | reconciliation of votes and voters conducted under Section |
---|
20 | 22 | | 127.131(f); |
---|
21 | 23 | | (3) the date, time, and location of the second and |
---|
22 | 24 | | third logic and accuracy tests to be conducted at the central |
---|
23 | 25 | | counting station or regional tabulating center serving the central |
---|
24 | 26 | | counting station and the procedures regarding an unsuccessful logic |
---|
25 | 27 | | and accuracy test; |
---|
26 | 28 | | (4) the date, time, and place the central counting |
---|
27 | 29 | | station will operate before, on, and after election day, as |
---|
28 | 30 | | applicable; |
---|
29 | 31 | | (5) the names of the tabulation supervisor, central |
---|
30 | 32 | | counting station manager, presiding judge, and alternate presiding |
---|
31 | 33 | | judge and the party affiliations of the presiding judge and |
---|
32 | 34 | | alternate presiding judge in the central counting stations and |
---|
33 | 35 | | regional tabulating center serving the central counting station, as |
---|
34 | 36 | | applicable; |
---|
35 | 37 | | (6) the procedure regarding ballot security, |
---|
36 | 38 | | including ballot storage and chain of custody procedures from the |
---|
37 | 39 | | time the central counting station or regional tabulating center |
---|
38 | 40 | | receives a sealed ballot box under Section 127.068 through the |
---|
39 | 41 | | period for preserving the precinct election records under Section |
---|
40 | 42 | | 66.058; and |
---|
41 | 43 | | (7) information regarding the livestream available to |
---|
42 | 44 | | the public under Section 127.1232. |
---|
43 | 45 | | (c) Not later than the fifth day before election day: |
---|
44 | 46 | | (1) the [The] plan required under this section must be |
---|
45 | 47 | | posted on the county's Internet website in the same location that |
---|
46 | 48 | | the county clerk provides information on elections held by the |
---|
47 | 49 | | county; and |
---|
48 | 50 | | (2) a copy of the plan, including the contact |
---|
49 | 51 | | information of the persons described by Subsection (b)(5), must be |
---|
50 | 52 | | provided to the members of the county election board [available to |
---|
51 | 53 | | the public on request not later than 5 p.m. on the fifth day before |
---|
52 | 54 | | the date of the election]. |
---|
53 | 55 | | (d) If a plan required by this section is revised after the |
---|
54 | 56 | | date the plan is posted in accordance with Subsection (c), the |
---|
55 | 57 | | county's Internet website must be updated to include: |
---|
56 | 58 | | (1) the plan with incorporated revisions; and |
---|
57 | 59 | | (2) either: |
---|
58 | 60 | | (A) a list with the date of each revision and the |
---|
59 | 61 | | section revised; or |
---|
60 | 62 | | (B) a revised version of the plan conspicuously |
---|
61 | 63 | | displaying each revision and the date of those revisions. |
---|
62 | 64 | | (e) The contact information of a person described by |
---|
63 | 65 | | Subsection (b)(5) is not subject to disclosure under Chapter 552, |
---|
64 | 66 | | Government Code. |
---|
65 | 67 | | SECTION 2. This Act takes effect September 1, 2025. |
