8 | 8 | | relating to the creation of the Texas Commission for Boys and Men. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. LEGISLATIVE FINDINGS. (a) The legislature |
---|
11 | 11 | | finds that boys, male youth, and men increasingly experience |
---|
12 | 12 | | disparities in key indicators of well-being, including educational |
---|
13 | 13 | | achievement, workforce participation, economic prosperity, |
---|
14 | 14 | | marriage, father involvement, substance abuse, incarceration, |
---|
15 | 15 | | suicide, and deaths of despair. |
---|
16 | 16 | | (b) The legislature finds that men who embrace their roles |
---|
17 | 17 | | as husbands, fathers, workers, providers, and community leaders are |
---|
18 | 18 | | essential to a strong, healthy Texas. |
---|
19 | 19 | | (c) The legislature finds that the loss of positive manhood |
---|
20 | 20 | | negatively impacts the citizens, culture, and prosperity of this |
---|
21 | 21 | | state. |
---|
22 | 22 | | (d) The legislature finds that it is necessary to establish |
---|
23 | 23 | | a commission to promote the well-being of the boys, male youth, and |
---|
24 | 24 | | men of this state and revitalize a culture that embraces and values |
---|
25 | 25 | | traditional, positive manhood. |
---|
26 | 26 | | SECTION 2. THE TEXAS COMMISSION FOR BOYS AND MEN. (a) A |
---|
27 | 27 | | commission is created to promote the success and well-being of |
---|
28 | 28 | | boys, male youth, and men in this state. |
---|
29 | 29 | | (b) The commission shall conduct a systematic study of the |
---|
30 | 30 | | conditions and issues affecting boys, male youth, and men in this |
---|
31 | 31 | | state. The study shall: |
---|
32 | 32 | | (1) Identify and define the specific needs of boys, |
---|
33 | 33 | | male youth, and men; |
---|
34 | 34 | | (2) Assess issues impacting the well-being of boys, |
---|
35 | 35 | | male youth, and men in the areas of: |
---|
36 | 36 | | (A) marriage; |
---|
37 | 37 | | (B) family stability; |
---|
38 | 38 | | (C) fatherhood and father involvement; |
---|
39 | 39 | | (D) school performance in all grade levels and |
---|
40 | 40 | | postsecondary education; |
---|
41 | 41 | | (E) workforce participation; |
---|
42 | 42 | | (F) wages, income, and poverty; |
---|
43 | 43 | | (G) physical and mental health; |
---|
44 | 44 | | (H) involvement with the criminal justice |
---|
45 | 45 | | system; |
---|
46 | 46 | | (I) substance use and abuse; |
---|
47 | 47 | | (J) violence; and |
---|
48 | 48 | | (K) death rates; |
---|
49 | 49 | | (3) evaluate the laws and regulations of this state |
---|
50 | 50 | | and identify those that negatively impact the ability of boys, male |
---|
51 | 51 | | youth, and men to achieve prosperity and realize their full |
---|
52 | 52 | | potential; and |
---|
53 | 53 | | (4) make recommendations for alleviating conditions |
---|
54 | 54 | | identified and improving outcomes in the areas described in |
---|
55 | 55 | | subsection (b)(2), including changes to the laws, policies, and |
---|
56 | 56 | | programs of this state. |
---|
57 | 57 | | (c) The commission is composed of eleven members appointed |
---|
58 | 58 | | as follows: |
---|
59 | 59 | | (1) five members appointed by the governor; |
---|
60 | 60 | | (2) three members appointed by the lieutenant |
---|
61 | 61 | | governor; |
---|
62 | 62 | | (3) three members appointed by the speaker of the |
---|
63 | 63 | | house of representatives. |
---|
64 | 64 | | (d) Commission members should have background and |
---|
65 | 65 | | demonstrated expertise in any of the following areas: |
---|
66 | 66 | | (1) economics; |
---|
67 | 67 | | (2) education; |
---|
68 | 68 | | (3) criminal justice; |
---|
69 | 69 | | (4) marriage and family therapy; |
---|
70 | 70 | | (5) fatherhood initiatives; |
---|
71 | 71 | | (6) promoting traditional, positive manhood; |
---|
72 | 72 | | (7) treatment of substance use disorders; |
---|
73 | 73 | | (8) healthcare; and |
---|
74 | 74 | | (9) mental health. |
---|
75 | 75 | | (e) The governor shall designate one member of the |
---|
76 | 76 | | commission to serve as the presiding officer of the commission. |
---|
77 | 77 | | (f) The commission may request and receive information, |
---|
78 | 78 | | assistance, and data from any state agency or department or any |
---|
79 | 79 | | political subdivision of this state. |
---|
80 | 80 | | (g) A member of the commission is not entitled to |
---|
81 | 81 | | compensation or reimbursement of expenses. |
---|
82 | 82 | | (h) Not later than November 1, 2026, the commission shall |
---|
83 | 83 | | publish the study required by subsection (b) and make |
---|
84 | 84 | | recommendations to the governor, lieutenant governor, and speaker |
---|
85 | 85 | | of the house of representatives for policies, programs, and |
---|
86 | 86 | | strategies for promoting the well-being and prosperity of boys, |
---|
87 | 87 | | male youth, and men in this state and advancing a culture that |
---|
88 | 88 | | values traditional, positive manhood. The commission shall include |
---|
89 | 89 | | in its recommendations specific statutes or regulations that the |
---|
90 | 90 | | commission recommends enacting, repealing, or amending. |
---|
91 | 91 | | SECTION 3. APPOINTMENT OF MEMBERS. Not later than the 60th |
---|
92 | 92 | | day after the effective date of this Act, the governor, the |
---|
93 | 93 | | lieutenant governor, and the speaker of the house of |
---|
94 | 94 | | representatives shall appoint the members of the commission created |
---|
95 | 95 | | under this Act. |
---|
96 | 96 | | SECTION 4. ABOLITION OF COMMISSION. The commission is |
---|
97 | 97 | | abolished and this Act expires December 31, 2026. |
---|
98 | 98 | | SECTION 5. EFFECTIVE DATE. This Act takes effect |
---|
99 | 99 | | immediately if it receives a vote of two-thirds of all the members |
---|
100 | 100 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
101 | 101 | | Constitution. If this Act does not receive the vote necessary for |
---|
102 | 102 | | immediate effect, this Act takes effect September 1, 2025. |
