66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to the creation of the Texas Commission for Boys and Men.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. LEGISLATIVE FINDINGS. (a) The legislature
1111 finds that boys, male youth, and men increasingly experience
1212 disparities in key indicators of well-being, including educational
1313 achievement, workforce participation, economic prosperity,
1414 marriage, father involvement, substance abuse, incarceration,
1515 suicide, and deaths of despair.
1616 (b) The legislature finds that men who embrace their roles
1717 as husbands, fathers, workers, providers, and community leaders are
1818 essential to a strong, healthy Texas.
1919 (c) The legislature finds that the loss of positive manhood
2020 negatively impacts the citizens, culture, and prosperity of this
2121 state.
2222 (d) The legislature finds that it is necessary to establish
2323 a commission to promote the well-being of the boys, male youth, and
2424 men of this state and revitalize a culture that embraces and values
2525 traditional, positive manhood.
2626 SECTION 2. THE TEXAS COMMISSION FOR BOYS AND MEN. (a) A
2727 commission is created to promote the success and well-being of
2828 boys, male youth, and men in this state.
2929 (b) The commission shall conduct a systematic study of the
3030 conditions and issues affecting boys, male youth, and men in this
3131 state. The study shall:
3232 (1) Identify and define the specific needs of boys,
3333 male youth, and men;
3434 (2) Assess issues impacting the well-being of boys,
3535 male youth, and men in the areas of:
3636 (A) marriage;
3737 (B) family stability;
3838 (C) fatherhood and father involvement;
3939 (D) school performance in all grade levels and
4040 postsecondary education;
4141 (E) workforce participation;
4242 (F) wages, income, and poverty;
4343 (G) physical and mental health;
4444 (H) involvement with the criminal justice
4545 system;
4646 (I) substance use and abuse;
4747 (J) violence; and
4848 (K) death rates;
4949 (3) evaluate the laws and regulations of this state
5050 and identify those that negatively impact the ability of boys, male
5151 youth, and men to achieve prosperity and realize their full
5252 potential; and
5353 (4) make recommendations for alleviating conditions
5454 identified and improving outcomes in the areas described in
5555 subsection (b)(2), including changes to the laws, policies, and
5656 programs of this state.
5757 (c) The commission is composed of eleven members appointed
5858 as follows:
5959 (1) five members appointed by the governor;
6060 (2) three members appointed by the lieutenant
6161 governor;
6262 (3) three members appointed by the speaker of the
6363 house of representatives.
6464 (d) Commission members should have background and
6565 demonstrated expertise in any of the following areas:
6666 (1) economics;
6767 (2) education;
6868 (3) criminal justice;
6969 (4) marriage and family therapy;
7070 (5) fatherhood initiatives;
7171 (6) promoting traditional, positive manhood;
7272 (7) treatment of substance use disorders;
7373 (8) healthcare; and
7474 (9) mental health.
7575 (e) The governor shall designate one member of the
7676 commission to serve as the presiding officer of the commission.
7777 (f) The commission may request and receive information,
7878 assistance, and data from any state agency or department or any
7979 political subdivision of this state.
8080 (g) A member of the commission is not entitled to
8181 compensation or reimbursement of expenses.
8282 (h) Not later than November 1, 2026, the commission shall
8383 publish the study required by subsection (b) and make
8484 recommendations to the governor, lieutenant governor, and speaker
8585 of the house of representatives for policies, programs, and
8686 strategies for promoting the well-being and prosperity of boys,
8787 male youth, and men in this state and advancing a culture that
8888 values traditional, positive manhood. The commission shall include
8989 in its recommendations specific statutes or regulations that the
9090 commission recommends enacting, repealing, or amending.
9191 SECTION 3. APPOINTMENT OF MEMBERS. Not later than the 60th
9292 day after the effective date of this Act, the governor, the
9393 lieutenant governor, and the speaker of the house of
9494 representatives shall appoint the members of the commission created
9595 under this Act.
9696 SECTION 4. ABOLITION OF COMMISSION. The commission is
9797 abolished and this Act expires December 31, 2026.
9898 SECTION 5. EFFECTIVE DATE. This Act takes effect
9999 immediately if it receives a vote of two-thirds of all the members
100100 elected to each house, as provided by Section 39, Article III, Texas
101101 Constitution. If this Act does not receive the vote necessary for
102102 immediate effect, this Act takes effect September 1, 2025.
