77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the establishment of the governor's task force on the
1010 governance of early childhood education and care.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subtitle D, Title 4, Government Code, is amended
1313 by adding Chapter 455 to read as follows:
1414 CHAPTER 455. GOVERNOR'S TASK FORCE ON GOVERNANCE OF EARLY
1515 CHILDHOOD EDUCATION AND CARE
1616 Sec. 455.001. DEFINITION. In this chapter, "task force"
1717 means the governor's task force on the governance of early
1818 childhood education and care established under this chapter.
1919 Sec. 455.002. ESTABLISHMENT. (a) The governor's task
2020 force on the governance of early childhood education and care is
2121 established to address the governance and operational challenges of
2222 the early childhood education system in this state.
2323 (b) The task force is administratively attached to the Texas
2424 Education Agency.
2525 Sec. 455.003. MEMBERS. (a) The task force shall include a
2626 steering committee composed of the following members:
2727 (1) the executive commissioner of the Health and Human
2828 Services Commission;
2929 (2) the commissioner of the Texas Education Agency;
3030 (3) the commissioner of the Texas Workforce
3131 Commission;
3232 (4) relevant division directors designated by the
3333 individuals described by Subdivisions (1), (2), and (3); and
3434 (5) the Texas Education Agency's inter-agency deputy
3535 director of early childhood support.
3636 (b) The task force is composed of the following members:
3737 (1) a representative from the Texas Head Start State
3838 Collaboration Office appointed by the governor;
3939 (2) a representative from the Department of State
4040 Health Services appointed by the governor;
4141 (3) representatives from the Texas Early Learning
4242 Council designated by the steering committee described by
4343 Subsection (a); and
4444 (4) individuals with knowledge of or experience with
4545 early childhood education and care, including business and
4646 community leaders, representatives of nonprofit organizations, and
4747 other relevant stakeholders, appointed by the governor.
4848 (c) The governor shall appoint the chair of the task force.
4949 (d) To the extent of a conflict with this chapter, Chapter
5050 2110 does not apply to the task force.
5151 Sec. 455.004. POWERS AND DUTIES. (a) The task force shall:
5252 (1) examine governance and operational challenges in
5353 the early childhood education and care system, including federal
5454 and local child-care programs and regulations governing those
5555 programs;
5656 (2) conduct a comprehensive review of the existing
5757 functions and responsibilities of the Health and Human Services
5858 Commission, Texas Education Agency, and Texas Workforce Commission
5959 related to early childhood education and care;
6060 (3) assess the need for a large-scale redesign of the
6161 administration of early childhood programs to improve service
6262 delivery, quality of care, and the efficient use of funding;
6363 (4) align goals and metrics of the Health and Human
6464 Services Commission, Texas Education Agency, and Texas Workforce
6565 Commission to measure progress, including aligning statewide data
6666 systems; and
6767 (5) require the Health and Human Services Commission,
6868 Texas Education Agency, and Texas Workforce Commission to complete
6969 periodic progress reports and regularly refine statewide goals and
7070 strategic plans to ensure alignment with evolving early childhood
7171 education and care needs and collaboration with the Texas Early
7272 Learning Council.
7373 (b) From money appropriated or otherwise available for the
7474 purpose, the Texas Education Agency shall pay the costs of data
7575 system integration, research, and administration for the task
7676 force.
7777 Sec. 455.005. REPORT. Not later than December 1, 2026, the
7878 task force shall develop and submit to the legislature policy and
7979 budget recommendations designed to improve early childhood
8080 education and care governance that will lead to increased
8181 affordable child care capacity and improved kindergarten
8282 readiness.
8383 Sec. 455.006. EXPIRATION. The task force is abolished and
8484 this chapter expires September 1, 2027.
8585 SECTION 2. This Act takes effect immediately if it receives
8686 a vote of two-thirds of all the members elected to each house, as
8787 provided by Section 39, Article III, Texas Constitution. If this
8888 Act does not receive the vote necessary for immediate effect, this
8989 Act takes effect September 1, 2025.
