| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Chapter 8801, Special District Laws Code, is |
|---|
| 12 | 12 | | amended by adding Section 8801.1121, which reads as follows: |
|---|
| 13 | 13 | | Sec. 8801.1121. Groundwater Reduction Target Extension. (a) |
|---|
| 14 | 14 | | Notwithstanding any other provision of law or rule adopted by the |
|---|
| 15 | 15 | | Harris-Galveston Subsidence District, all deadlines for |
|---|
| 16 | 16 | | groundwater reduction mandates and conversion requirements set |
|---|
| 17 | 17 | | forth by the District are hereby extended by five (5) years from |
|---|
| 18 | 18 | | their original scheduled dates. |
|---|
| 19 | 19 | | (b) This extension applies to all applicable entities, |
|---|
| 20 | 20 | | including but not limited to: |
|---|
| 21 | 21 | | 1. Municipalities |
|---|
| 22 | 22 | | 2. Water utilities |
|---|
| 23 | 23 | | 3. Industrial users |
|---|
| 24 | 24 | | 4. Groundwater permit holders |
|---|
| 25 | 25 | | (c) The Harris-Galveston Subsidence District shall amend its |
|---|
| 26 | 26 | | regulations and enforcement schedules within 90 days of the |
|---|
| 27 | 27 | | effective date of this Act. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect immediately if it receives a |
|---|
| 29 | 29 | | vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2025 |
