77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study to review the animal friendly account.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. (a) In this Act:
1212 (1) "Animal friendly account" means the account
1313 described by Section 828.014, Health and Safety Code.
1414 (2) "Department" means the Department of State Health
1515 Services.
1616 (b) The department, in collaboration with the Texas Humane
1717 Legislation Network, shall conduct a study on the process for
1818 awarding to an organization a grant from the animal friendly
1919 account.
2020 (c) In conducting the study described by Subsection (b) of
2121 this section, the department, in collaboration with the Texas
2222 Humane Legislation Network, shall:
2323 (1) analyze the impact of grants awarded from the
2424 animal friendly account on the sterilization of animals owned by
2525 members of the general public;
2626 (2) evaluate methods to improve the process for
2727 applying for a grant from the animal friendly account;
2828 (3) determine methods of streamlining the reporting
2929 process for use of grant money awarded from the animal friendly
3030 account;
3131 (4) assess ways for the department to increase
3232 awareness of the grant awards available from the animal friendly
3333 account;
3434 (5) solicit comments from individuals who were awarded
3535 a grant from the animal friendly account regarding ideas for
3636 improving the processes described by Subdivisions (2) and (3) of
3737 this subsection; and
3838 (6) collaborate with any other state and local
3939 agencies as the department determines to be relevant.
4040 (d) Not later than September 1, 2026, the department shall
4141 prepare and submit to the legislature a written report that
4242 includes:
4343 (1) a summary of the results of the study conducted
4444 under this section; and
4545 (2) any recommendations for legislative or other
4646 action.
4747 (e) This Act expires September 1, 2027.
4848 SECTION 2. This Act takes effect September 1, 2025.
