| 9 | 9 | | relating to a study to review the animal friendly account. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. (a) In this Act: |
|---|
| 12 | 12 | | (1) "Animal friendly account" means the account |
|---|
| 13 | 13 | | described by Section 828.014, Health and Safety Code. |
|---|
| 14 | 14 | | (2) "Department" means the Department of State Health |
|---|
| 15 | 15 | | Services. |
|---|
| 16 | 16 | | (b) The department, in collaboration with the Texas Humane |
|---|
| 17 | 17 | | Legislation Network, shall conduct a study on the process for |
|---|
| 18 | 18 | | awarding to an organization a grant from the animal friendly |
|---|
| 19 | 19 | | account. |
|---|
| 20 | 20 | | (c) In conducting the study described by Subsection (b) of |
|---|
| 21 | 21 | | this section, the department, in collaboration with the Texas |
|---|
| 22 | 22 | | Humane Legislation Network, shall: |
|---|
| 23 | 23 | | (1) analyze the impact of grants awarded from the |
|---|
| 24 | 24 | | animal friendly account on the sterilization of animals owned by |
|---|
| 25 | 25 | | members of the general public; |
|---|
| 26 | 26 | | (2) evaluate methods to improve the process for |
|---|
| 27 | 27 | | applying for a grant from the animal friendly account; |
|---|
| 28 | 28 | | (3) determine methods of streamlining the reporting |
|---|
| 29 | 29 | | process for use of grant money awarded from the animal friendly |
|---|
| 30 | 30 | | account; |
|---|
| 31 | 31 | | (4) assess ways for the department to increase |
|---|
| 32 | 32 | | awareness of the grant awards available from the animal friendly |
|---|
| 33 | 33 | | account; |
|---|
| 34 | 34 | | (5) solicit comments from individuals who were awarded |
|---|
| 35 | 35 | | a grant from the animal friendly account regarding ideas for |
|---|
| 36 | 36 | | improving the processes described by Subdivisions (2) and (3) of |
|---|
| 37 | 37 | | this subsection; and |
|---|
| 38 | 38 | | (6) collaborate with any other state and local |
|---|
| 39 | 39 | | agencies as the department determines to be relevant. |
|---|
| 40 | 40 | | (d) Not later than September 1, 2026, the department shall |
|---|
| 41 | 41 | | prepare and submit to the legislature a written report that |
|---|
| 42 | 42 | | includes: |
|---|
| 43 | 43 | | (1) a summary of the results of the study conducted |
|---|
| 44 | 44 | | under this section; and |
|---|
| 45 | 45 | | (2) any recommendations for legislative or other |
|---|
| 46 | 46 | | action. |
|---|
| 47 | 47 | | (e) This Act expires September 1, 2027. |
|---|
| 48 | 48 | | SECTION 2. This Act takes effect September 1, 2025. |
