| 11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 12 | 12 | SECTION 1. Subchapter P, Chapter 201, Transportation Code, | |
| 13 | 13 | is amended by adding Sections 201.9955 and 201.9956 to read as | |
| 14 | 14 | follows: | |
| 15 | 15 | Sec. 201.9955. PROGRAM CATEGORY FOR PROJECTS RELATED TO | |
| 16 | 16 | BORDER SECURITY. (a) The commission by rule shall include in the | |
| 17 | 17 | categories established under Section 201.995(a) a category for | |
| 18 | 18 | projects related to improving border security and establishing | |
| 19 | 19 | international trade corridors. | |
| 20 | 20 | (b) The projects assigned to this category must: | |
| 21 | 21 | (1) provide greater security in the movement of goods | |
| 22 | 22 | or enhance the flow of goods from an international border crossing | |
| 23 | 23 | onto the state highway system; or | |
| 24 | 24 | (2) mitigate congestion affecting airports, railroad | |
| 25 | 25 | crossings, or other transportation infrastructure located within | |
| 26 | 26 | 60 miles of an international border crossing. | |
| 27 | 27 | Sec. 201.9956. FUNDING FOR PROGRAM CATEGORIES CREATED BY | |
| 28 | 28 | LAW. A category required by law to be included in the categories | |
| 29 | 29 | established under Section 201.995(a) may only be initially | |
| 30 | 30 | implemented if the legislature makes a specific appropriation for | |
| 31 | 31 | the purpose of implementing the category. | |
| 32 | 32 | SECTION 2. This Act takes effect September 1, 2025. |
