77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the percentage of a basic allotment increase under the
1010 Foundation School Program required to be used to provide
1111 compensation increases.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 48.051(c), Education Code, is amended to
1414 read as follows:
1515 (c) During any school year for which the maximum amount of
1616 the basic allotment provided under Subsection (a) or (b) is greater
1717 than the maximum amount provided for the preceding school year, a
1818 school district must use at least 40 [30] percent of the amount, if
1919 the amount is greater than zero, that equals the product of the
2020 average daily attendance of the district multiplied by the amount
2121 of the difference between the district's funding under this chapter
2222 per student in average daily attendance for the current school year
2323 and the preceding school year to provide compensation increases to
2424 full-time district employees other than administrators as follows:
2525 (1) 75 percent must be used to increase the
2626 compensation paid to classroom teachers, full-time librarians,
2727 full-time school counselors certified under Subchapter B, Chapter
2828 21, and full-time school nurses, prioritizing differentiated
2929 compensation for classroom teachers with more than five years of
3030 experience; and
3131 (2) 25 percent may be used as determined by the
3232 district to increase compensation paid to full-time district
3333 employees.
3434 SECTION 2. This Act takes effect September 1, 2025.
