77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to including fetal development instruction as part of the
1010 required health curriculum for public school students in certain
1111 grade levels.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 28.002, Education Code, is amended by
1414 adding Subsection (r-1) to read as follows:
1515 (r-1) The State Board of Education shall by rule require
1616 students in grades six through eight to receive instruction on the
1717 humanity of the unborn child and the concept that life begins at
1818 fertilization as part of the essential knowledge and skills for the
1919 health curriculum under Subsection (a)(2)(B). To the extent the
2020 videos are publicly available, the instruction must include a
2121 showing of the following each year:
2222 (1) LiveAction, Meet Baby Olivia (2025),
2323 https://www.babyolivia.liveaction.org;
2424 (2) St. John Paul II Life Center, A Glimpse Inside
2525 (2025), https://www.glimpseinside.org; and
2626 (3) "The Miracle of Life," NOVA (PBS Feb. 15, 1983).
2727 SECTION 2. This Act applies beginning with the 2025-2026
2828 school year.
2929 SECTION 3. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2025.
