| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 1001.151, Education Code, is amended by |
|---|
| 13 | 13 | | amending Subsection (b) and adding Subsection (e) to read as |
|---|
| 14 | 14 | | follows: |
|---|
| 15 | 15 | | (b) The commission by rule shall establish a fee for: |
|---|
| 16 | 16 | | (1) an initial in-person driver education provider |
|---|
| 17 | 17 | | license and for each branch location; |
|---|
| 18 | 18 | | (2) an initial online driver education provider |
|---|
| 19 | 19 | | license; |
|---|
| 20 | 20 | | (3) [an initial parent-taught driver education |
|---|
| 21 | 21 | | provider license; |
|---|
| 22 | 22 | | [(4)] an initial driving safety provider license; |
|---|
| 23 | 23 | | (4) [(5)] the annual renewal for a driving safety |
|---|
| 24 | 24 | | provider, an in-person driver education provider, an online driver |
|---|
| 25 | 25 | | education provider, or a branch location of an in-person driver |
|---|
| 26 | 26 | | education provider, except that the executive director may waive |
|---|
| 27 | 27 | | the fee if revenue generated by the issuance of course completion |
|---|
| 28 | 28 | | certificate numbers and driver education certificates is |
|---|
| 29 | 29 | | sufficient to cover the cost of administering this chapter and |
|---|
| 30 | 30 | | Subchapter H, Chapter 45A, Code of Criminal Procedure; |
|---|
| 31 | 31 | | (5) [(6)] a change of address of a driver education |
|---|
| 32 | 32 | | provider or driving safety provider; and |
|---|
| 33 | 33 | | (6) [(7)] a change of name of: |
|---|
| 34 | 34 | | (A) a driver education provider or an owner of a |
|---|
| 35 | 35 | | driver education provider; or |
|---|
| 36 | 36 | | (B) a driving safety provider or an owner of a |
|---|
| 37 | 37 | | driving safety provider. |
|---|
| 38 | 38 | | (e) The commission may not charge a fee for the issuance or |
|---|
| 39 | 39 | | renewal of a parent-taught driver education provider license. |
|---|
| 40 | 40 | | SECTION 2. This Act takes effect September 1, 2025. |
