| 9 | 9 | | relating to a study by the Texas Department of Transportation on |

| 10 | 10 | | incorporating drainage infrastructure into the department's |
|---|
| 11 | 11 | | transportation planning process. |
|---|
| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. (a) In this section, "department" means the |
|---|
| 14 | 14 | | Texas Department of Transportation. |
|---|
| 15 | 15 | | (b) The department shall conduct a study on incorporating |
|---|
| 16 | 16 | | drainage infrastructure into the department's transportation |
|---|
| 17 | 17 | | planning process, including the department's statewide |
|---|
| 18 | 18 | | transportation plan, rural transportation plan, unified |
|---|
| 19 | 19 | | transportation program, and statewide transportation improvement |
|---|
| 20 | 20 | | program. |
|---|
| 21 | 21 | | (c) In conducting the study, the department shall solicit |
|---|
| 22 | 22 | | input from municipalities, counties, drainage districts, and other |
|---|
| 23 | 23 | | appropriate stakeholders. |
|---|
| 24 | 24 | | (d) Not later than January 1, 2027, the department shall |
|---|
| 25 | 25 | | submit a report on the results of the study and any recommendations |
|---|
| 26 | 26 | | to the governor, the lieutenant governor, the speaker of the house |
|---|
| 27 | 27 | | of representatives, and the presiding officer of each standing |
|---|
| 28 | 28 | | committee of the legislature with primary jurisdiction over the |
|---|
| 29 | 29 | | department. |
|---|
| 30 | 30 | | (e) This Act expires August 31, 2027. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 32 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 33 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 34 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 35 | 35 | | Act takes effect September 1, 2025. |
