66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to the relocation of the headquarters for certain state
99 agencies.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 325.008(a), Government Code, is amended
1212 to read as follows:
1313 (a) Before January 1 of the year in which a state agency
1414 subject to this chapter and its advisory committees are abolished,
1515 the commission shall:
1616 (1) review and take action necessary to verify the
1717 reports submitted by the agency under Section 325.007;
1818 (2) consult the Legislative Budget Board, the
1919 Governor's Budget, Policy, and Planning Division, the State
2020 Auditor, and the comptroller of public accounts, or their
2121 successors, on the application to the agency of the criteria
2222 provided in Section 325.011;
2323 (3) conduct a review of the agency based an the
2424 criteria provided in Section 325.011 and prepare a written report;
2525 [and]
2626 (4) conduct the evaluation required by Section
2727 325.0085; and
2828 (5) review the implementation of commission
2929 recommendations contained in the reports presented to the
3030 legislature during the preceding legislative session and the
3131 resulting legislation.
3232 SECTION 2. Chapter 325, Government Code, is amended by
3333 adding Section 325.0085 to read as follows:
3434 Sec. 325.0085. RELOCATION OF STATE AGENCY HEADQUARTERS.
3535 (a) For each state agency reviewed under this chapter whose
3636 headquarters is located in Travis County or an adjacent county, the
3737 commission, with the assistance of the Texas Facilities Commission,
3838 shall evaluate the cost savings to this state of relocating the
3939 state agency's headquarters to a location outside of Travis County
4040 or an adjacent county. In determining the cost savings to the
4141 state, the commission shall consider the following factors over a
4242 10-year period:
4343 (1) the cost of leasing or purchasing office space for
4444 the state agency in a location outside of Travis County or an
4545 adjacent county;
4646 (2) the cost of moving the state agency to the new
4747 location;
4848 (3) the market value of any state-owned property
4949 currently being used for the state agency's headquarters, including
5050 the amount of income the state could earn by leasing or selling the
5151 property; and
5252 (4) any other information the commission or Texas
5353 Facilities Commission considers relevant in determining whether
5454 the relocation creates a cost saving to this state.
5555 (b) If the commission determines relocating a state agency
5656 creates a cost saving to this state, the state agency shall relocate
5757 the agency's headquarters to the location determined by the
5858 commission under this section.
5959 SECTION 3. This Act takes effect September 1, 2025.
