| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Subchapter G, Chapter 2308, Government Code, is |

| 10 | 12 | | amended by adding Section 2308.3157 to read as follows: |

| 11 | 13 | | Sec. 2308.3157. OUTDOOR SAFETY FEATURES FOR TEXAS RISING |
|---|
| 12 | 14 | | STAR PROGRAM PROVIDERS; GRANT PROGRAM. (a) The commission shall |
|---|
| 13 | 15 | | provide for a higher rating under the Texas Rising Star Program for |
|---|
| 14 | 16 | | a child-care provider that installs crash-rated bollards or other |
|---|
| 15 | 17 | | similar safety barriers adjacent to areas of the child-care |
|---|
| 16 | 18 | | provider's facility where children and staff are most likely to |
|---|
| 17 | 19 | | gather including playgrounds and entrances to the facility. |
|---|
| 18 | 20 | | (b) The commission shall adopt rules to administer this |
|---|
| 19 | 21 | | section. |
|---|
| 20 | 22 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 21 | 23 | | of this Act, the Texas Workforce Commission shall adopt rules |
|---|
| 22 | 24 | | necessary to implement Section 2308.3157, Government Code, as added |
|---|
| 23 | 25 | | by this Act. |
|---|
| 24 | 26 | | SECTION 3. This Act takes effect September 1, 2025. |
