88 AN ACT
99 relating to the establishment of the Task Force on Modernizing
1010 Manufacturing.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 481, Government Code, is amended by
1313 adding Subchapter HH to read as follows:
1414 SUBCHAPTER HH. TASK FORCE ON MODERNIZING MANUFACTURING
1515 Sec. 481.701. DEFINITION. In this subchapter, "task force"
1616 means the Task Force on Modernizing Manufacturing.
1717 Sec. 481.702. CREATION OF TASK FORCE; COMPOSITION. (a) The
1818 Task Force on Modernizing Manufacturing is established to study the
1919 modernization of manufacturing in this state.
2020 (b) The task force is composed of 11 members, consisting of:
2121 (1) the executive director of the office or the
2222 executive director's designee; and
2323 (2) the following members appointed by the governor,
2424 on the recommendation of the executive director of the office or the
2525 executive director's designee:
2626 (A) two members representing small manufacturers
2727 with an established presence in this state;
2828 (B) two members representing mid-sized
2929 manufacturers with an established presence in this state;
3030 (C) two members representing large manufacturers
3131 with an established presence in this state;
3232 (D) two experts in automation and digital
3333 technologies related to manufacturing;
3434 (E) one member representing the Texas Workforce
3535 Commission; and
3636 (F) one additional member representing the
3737 office.
3838 (c) The executive director of the office or the executive
3939 director's designee shall serve as the presiding officer of the
4040 task force.
4141 (d) The task force shall meet at the call of the presiding
4242 officer.
4343 Sec. 481.703. DUTIES OF TASK FORCE. (a) The task force
4444 shall:
4545 (1) study the current state of manufacturing in this
4646 state, with a focus on the adoption of automation and digital
4747 technologies;
4848 (2) identify barriers to the adoption of automation
4949 and digital technologies in manufacturing;
5050 (3) develop recommendations for policies and programs
5151 to support the modernization of manufacturing in this state,
5252 including incentives for the adoption of automation and digital
5353 technologies; and
5454 (4) evaluate the potential economic effect of
5555 modernizing manufacturing, including job creation and retention,
5656 increased productivity, and competitiveness.
5757 (b) The task force may establish subcommittees as necessary
5858 to carry out its duties under this subchapter.
5959 Sec. 481.704. ADMINISTRATIVE SUPPORT. The office shall
6060 provide the staff and facilities necessary to assist the task force
6161 in performing the task force's duties under this subchapter.
6262 Sec. 481.705. REPORT. Not later than October 1, 2026, the
6363 task force shall prepare and deliver to the governor, the
6464 lieutenant governor, the speaker of the house of representatives,
6565 and each standing committee of the legislature with primary
6666 jurisdiction over economic development matters a report on the task
6767 force's findings and recommendations for legislative or other
6868 action.
6969 Sec. 481.706. EXPIRATION. The task force is abolished and
7070 this subchapter expires September 1, 2027.
7171 SECTION 2. This Act takes effect immediately if it receives
7272 a vote of two-thirds of all the members elected to each house, as
7373 provided by Section 39, Article III, Texas Constitution. If this
7474 Act does not receive the vote necessary for immediate effect, this
7575 Act takes effect September 1, 2025.
