77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the creation of a committee to review education and
1010 training programs on de-escalation and crisis intervention
1111 techniques for peace officers.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter F, Chapter 1701, Occupations Code, is
1414 amended by adding Section 1701.2525 to read as follows:
1515 Sec. 1701.2525. REVIEW COMMITTEE FOR DE-ESCALATION AND
1616 CRISIS INTERVENTION TECHNIQUES TRAINING. (a) In this section,
1717 "committee" means the committee established under Subsection (b).
1818 (b) The commission shall establish a committee to review the
1919 curriculum and course materials of the education and training
2020 programs on de-escalation and crisis intervention techniques for
2121 peace officers under Sections 1701.253(j) and 1701.352(b)(2)(B).
2222 (c) The committee is composed of 15 members appointed by the
2323 commission as follows:
2424 (1) three law enforcement officers, two of whom must
2525 be employed by a municipality with a population of more than
2626 250,000;
2727 (2) three academic experts who specialize in
2828 de-escalation and crisis intervention techniques;
2929 (3) three representatives from mental health advocacy
3030 organizations; and
3131 (4) six members with qualifications or experience
3232 relevant to the committee's duties.
3333 (d) Chapter 2110, Government Code, does not apply to the
3434 duration of the committee.
3535 (e) Every six years, the committee shall:
3636 (1) review the curriculum and course materials for the
3737 programs described by Subsection (a);
3838 (2) update the curriculum and course materials based
3939 on current best practices for de-escalation and crisis intervention
4040 techniques; and
4141 (3) publish a report on the committee's activities and
4242 findings on the commission's publicly accessible Internet website.
4343 (f) The commission may adopt rules to implement this
4444 section.
4545 SECTION 2. Not later than March 1, 2026, the committee
4646 established by Section 1701.2525, Occupations Code, as added by
4747 this Act, shall perform the initial required review and publish a
4848 report as required by that section.
4949 SECTION 3. This Act takes effect immediately if it receives
5050 a vote of two-thirds of all the members elected to each house, as
5151 provided by Section 39, Article III, Texas Constitution. If this
5252 Act does not receive the vote necessary for immediate effect, this
5353 Act takes effect September 1, 2025.
