10 | 10 | | training programs on de-escalation and crisis intervention |

11 | 11 | | techniques for peace officers. |

12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Subchapter F, Chapter 1701, Occupations Code, is |
---|
14 | 14 | | amended by adding Section 1701.2525 to read as follows: |
---|
15 | 15 | | Sec. 1701.2525. REVIEW COMMITTEE FOR DE-ESCALATION AND |
---|
16 | 16 | | CRISIS INTERVENTION TECHNIQUES TRAINING. (a) In this section, |
---|
17 | 17 | | "committee" means the committee established under Subsection (b). |
---|
18 | 18 | | (b) The commission shall establish a committee to review the |
---|
19 | 19 | | curriculum and course materials of the education and training |
---|
20 | 20 | | programs on de-escalation and crisis intervention techniques for |
---|
21 | 21 | | peace officers under Sections 1701.253(j) and 1701.352(b)(2)(B). |
---|
22 | 22 | | (c) The committee is composed of 15 members appointed by the |
---|
23 | 23 | | commission as follows: |
---|
24 | 24 | | (1) three law enforcement officers, two of whom must |
---|
25 | 25 | | be employed by a municipality with a population of more than |
---|
26 | 26 | | 250,000; |
---|
27 | 27 | | (2) three academic experts who specialize in |
---|
28 | 28 | | de-escalation and crisis intervention techniques; |
---|
29 | 29 | | (3) three representatives from mental health advocacy |
---|
30 | 30 | | organizations; and |
---|
31 | 31 | | (4) six members with qualifications or experience |
---|
32 | 32 | | relevant to the committee's duties. |
---|
33 | 33 | | (d) Chapter 2110, Government Code, does not apply to the |
---|
34 | 34 | | duration of the committee. |
---|
35 | 35 | | (e) Every six years, the committee shall: |
---|
36 | 36 | | (1) review the curriculum and course materials for the |
---|
37 | 37 | | programs described by Subsection (a); |
---|
38 | 38 | | (2) update the curriculum and course materials based |
---|
39 | 39 | | on current best practices for de-escalation and crisis intervention |
---|
40 | 40 | | techniques; and |
---|
41 | 41 | | (3) publish a report on the committee's activities and |
---|
42 | 42 | | findings on the commission's publicly accessible Internet website. |
---|
43 | 43 | | (f) The commission may adopt rules to implement this |
---|
44 | 44 | | section. |
---|
45 | 45 | | SECTION 2. Not later than March 1, 2026, the committee |
---|
46 | 46 | | established by Section 1701.2525, Occupations Code, as added by |
---|
47 | 47 | | this Act, shall perform the initial required review and publish a |
---|
48 | 48 | | report as required by that section. |
---|
49 | 49 | | SECTION 3. This Act takes effect immediately if it receives |
---|
50 | 50 | | a vote of two-thirds of all the members elected to each house, as |
---|
51 | 51 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
52 | 52 | | Act does not receive the vote necessary for immediate effect, this |
---|
53 | 53 | | Act takes effect September 1, 2025. |
