 A BILL TO BE ENTITLED
 AN ACT
 relating to the establishment of a grant program to provide
 training to public school educators and administrators related to
 teaching historically underserved students.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter Z, Chapter 22, Education Code, is
 amended by adding Section 22.905 to read as follows:
 Sec. 22.905.  GRANT PROGRAM FOR TRAINING RELATED TO TEACHING
 HISTORICALLY UNDERSERVED STUDENTS. (a) The commissioner shall
 establish and administer a program to award grants to school
 districts and open-enrollment charter schools to provide training
 to educators and administrators related to best practices for
 teaching historically underserved students.
 (b)  A school district or open-enrollment charter school may
 use funds awarded under the grant program only to provide training
 to educators and administrators related to best practices for
 teaching historically underserved students.
 (c)  The commissioner shall adopt rules necessary to
 implement this section, including rules that establish:
 (1)  eligibility criteria for grant applicants;
 (2)  grant application procedures; and
 (3)  guidelines relating to grant amounts.
 SECTION 2.  This Act applies beginning with the 2025-2026
 school year.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2025.
