 A BILL TO BE ENTITLED
 AN ACT
 relating to the territory of the Angelina and Neches River
 Authority.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 8501.052, Special District Local Laws
 Code, is amended by amending Subsection (a) and adding Subsection
 (c) to read as follows:
 (a)  Except as provided by Subsection (b), the [The]
 authority is composed of all of the territory contained in the
 watershed of the Neches River and its tributaries, including the
 territory of the watershed in:
 (1)  Anderson County;
 (2)  Angelina County;
 (3)  Cherokee County;
 (4)  Henderson County;
 (5)  Houston County;
 (6)  Jasper County;
 (7)  Nacogdoches County;
 (8)  Newton County;
 (9)  Orange County;
 (10)  Polk County;
 (11)  Rusk County;
 (12)  Sabine County;
 (13)  San Augustine County;
 (14)  Shelby County;
 (15)  Smith County;
 (16)  Trinity County; and
 (17)  Van Zandt County
 [described by Section 3, Chapter 97, General Laws, Acts of the 44th
 Legislature, Regular Session, 1935, as amended by the relevant part
 of Section 1, Chapter 394, Acts of the 65th Legislature, Regular
 Session, 1977].
 (c)  A defect or irregularity in the boundary or an overlap
 or conflict of the boundary with another authority or district does
 not affect the authority's validity.
 SECTION 2.  (a) The legal notice of the intention to
 introduce this Act, setting forth the general substance of this
 Act, has been published as provided by law, and the notice and a
 copy of this Act have been furnished to all persons, agencies,
 officials, or entities to which they are required to be furnished
 under Section 59, Article XVI, Texas Constitution, and Chapter 313,
 Government Code.
 (b)  The governor, one of the required recipients, has
 submitted the notice and Act to the Texas Commission on
 Environmental Quality.
 (c)  The Texas Commission on Environmental Quality has filed
 its recommendations relating to this Act with the governor, the
 lieutenant governor, and the speaker of the house of
 representatives within the required time.
 (d)  All requirements of the constitution and laws of this
 state and the rules and procedures of the legislature with respect
 to the notice, introduction, and passage of this Act are fulfilled
 and accomplished.
 SECTION 3.  This Act takes effect September 1, 2025.
