87 A BILL TO BE ENTITLED
98 AN ACT
109 relating to a study by the Texas Water Development Board of the
1110 state environmental review process for certain projects eligible
1211 for financial assistance from the flood infrastructure fund and the
1312 implementation of streamlining procedures based on the results of
1413 the study.
1514 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1615 SECTION 1. Not later than January 1, 2027, the Texas Water
1716 Development Board shall:
1817 (1) conduct a study to identify ways to streamline the
1918 state environmental review process of flood control and drainage
2019 projects eligible for financial assistance from the flood
2120 infrastructure fund under Chapter 15, Water Code; and
2221 (2) develop and implement internal guidelines and
2322 procedures to streamline the state environmental review process for
2423 projects described by Subdivision (1) of this section based on the
2524 results of the study conducted under that subdivision.
2625 SECTION 2. This Act expires September 1, 2027.
2726 SECTION 3. This Act takes effect immediately if it receives
2827 a vote of two-thirds of all the members elected to each house, as
2928 provided by Section 39, Article III, Texas Constitution. If this
3029 Act does not receive the vote necessary for immediate effect, this
3130 Act takes effect September 1, 2025.
