|---|

| 15 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 16 | 15 | | SECTION 1. Not later than January 1, 2027, the Texas Water |
|---|
| 17 | 16 | | Development Board shall: |
|---|
| 18 | 17 | | (1) conduct a study to identify ways to streamline the |
|---|
| 19 | 18 | | state environmental review process of flood control and drainage |
|---|
| 20 | 19 | | projects eligible for financial assistance from the flood |
|---|
| 21 | 20 | | infrastructure fund under Chapter 15, Water Code; and |
|---|
| 22 | 21 | | (2) develop and implement internal guidelines and |
|---|
| 23 | 22 | | procedures to streamline the state environmental review process for |
|---|
| 24 | 23 | | projects described by Subdivision (1) of this section based on the |
|---|
| 25 | 24 | | results of the study conducted under that subdivision. |
|---|
| 26 | 25 | | SECTION 2. This Act expires September 1, 2027. |
|---|
| 27 | 26 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 28 | 27 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 28 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 29 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 30 | | Act takes effect September 1, 2025. |
|---|
