77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the regulation of pilots for the ports of Harris County
1010 and the board of pilot commissioners for those ports.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 66.002(3), Transportation Code, is
1313 amended to read as follows:
1414 (3) "Harris County port" means a place in Harris or
1515 Chambers County into which a vessel using the Houston Ship Channel
1616 enters or from which a vessel using the Houston Ship Channel
1717 departs, and the waterway leading to that place from the Gulf of
1818 Mexico.
1919 SECTION 2. Section 66.012, Transportation Code, is amended
2020 to read as follows:
2121 Sec. 66.012. PROHIBITED INTEREST. A person may not be a
2222 member of the board if the person, directly or indirectly, is
2323 engaged in or has an interest in any [pilot boat or in any other]
2424 business that may adversely affect [affected by or connected with]
2525 the performance of the person's duties as a pilot commissioner.
2626 SECTION 3. Section 66.040(b), Transportation Code, is
2727 amended to read as follows:
2828 (b) A deputy branch pilot's certificate expires on the
2929 fourth [third] anniversary of the date it is issued and may [not] be
3030 renewed as provided by Section 66.042.
3131 SECTION 4. Section 66.042, Transportation Code, is amended
3232 to read as follows:
3333 Sec. 66.042. DEPUTY BRANCH PILOT'S CERTIFICATE RENEWAL
3434 [PILOT]. A person who has been issued a deputy branch pilot's
3535 certificate may apply to renew the certificate if the deputy branch
3636 pilot is reappointed by a branch pilot as provided by Section 66.038
3737 [not be issued a deputy branch pilot's certificate before the fifth
3838 anniversary of the date the person was previously issued a deputy
3939 branch pilot's certificate].
4040 SECTION 5. This Act takes effect September 1, 2025.
