| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter C, Chapter 61, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 61.070 to read as follows: |
|---|
| 15 | 15 | | Sec. 61.070. COORDINATION OF EMERGENCY NOTIFICATIONS. The |
|---|
| 16 | 16 | | board, in consultation with administrators, faculty, staff, and |
|---|
| 17 | 17 | | students at institutions of higher education, shall adopt rules |
|---|
| 18 | 18 | | regarding standardized procedures for timely issuing emergency |
|---|
| 19 | 19 | | notifications in accordance with the Jeanne Clery Campus Safety Act |
|---|
| 20 | 20 | | (20 U.S.C. Section 1092(f)), including emergency alerts through the |
|---|
| 21 | 21 | | system required under Section 51.218. |
|---|
| 22 | 22 | | SECTION 2. The Texas Higher Education Coordinating Board |
|---|
| 23 | 23 | | shall adopt the rules required by Section 61.070, Education Code, |
|---|
| 24 | 24 | | as added by this Act, as soon as practicable after the effective |
|---|
| 25 | 25 | | date of this Act. |
|---|
| 26 | 26 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 27 | 27 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 28 | 28 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 29 | 29 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 30 | 30 | | Act takes effect September 1, 2025. |
