77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to establishing policies regarding the timely issuance of
1010 emergency notifications at public institutions of higher
1111 education.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1414 amended by adding Section 61.070 to read as follows:
1515 Sec. 61.070. COORDINATION OF EMERGENCY NOTIFICATIONS. The
1616 board, in consultation with administrators, faculty, staff, and
1717 students at institutions of higher education, shall adopt rules
1818 regarding standardized procedures for timely issuing emergency
1919 notifications in accordance with the Jeanne Clery Campus Safety Act
2020 (20 U.S.C. Section 1092(f)), including emergency alerts through the
2121 system required under Section 51.218.
2222 SECTION 2. The Texas Higher Education Coordinating Board
2323 shall adopt the rules required by Section 61.070, Education Code,
2424 as added by this Act, as soon as practicable after the effective
2525 date of this Act.
2626 SECTION 3. This Act takes effect immediately if it receives
2727 a vote of two-thirds of all the members elected to each house, as
2828 provided by Section 39, Article III, Texas Constitution. If this
2929 Act does not receive the vote necessary for immediate effect, this
3030 Act takes effect September 1, 2025.
