| 9 | 9 | | relating to training requirements for a member of the board of |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 11.159, Education Code, is amended by |
|---|
| 13 | 13 | | amending Subsection (a) and adding Subsection (a-1) to read as |
|---|
| 14 | 14 | | follows: |
|---|
| 15 | 15 | | (a) The State Board of Education shall provide each [a] |
|---|
| 16 | 16 | | training course for independent school district trustees required |
|---|
| 17 | 17 | | under this section to be offered only by the State Board of |
|---|
| 18 | 18 | | Education or education providers approved by the State Board of |
|---|
| 19 | 19 | | Education [the regional education service centers]. Registration |
|---|
| 20 | 20 | | for a course must be open to any interested person, including |
|---|
| 21 | 21 | | current and prospective board members, and the state board may |
|---|
| 22 | 22 | | prescribe a registration fee designed to offset the costs of |
|---|
| 23 | 23 | | providing that course. |
|---|
| 24 | 24 | | (a-1) The State Board of Education may not approve an |
|---|
| 25 | 25 | | education provider to offer a training course under Subsection (a) |
|---|
| 26 | 26 | | if the provider is required to register as a lobbyist under Chapter |
|---|
| 27 | 27 | | 305, Government Code, or employs an individual required to register |
|---|
| 28 | 28 | | as a lobbyist under that chapter. |

| 29 | 29 | | SECTION 2. Notwithstanding Section 11.159(a), Education |
|---|
| 30 | 30 | | Code, as amended by this Act, the State Board of Education is not |
|---|
| 31 | 31 | | required to provide the training required under that section before |
|---|
| 32 | 32 | | January 1, 2026. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2025. |
