| 9 | 9 | | relating to residence for purposes of voting. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 1.015, Election Code, is amended by |
|---|
| 12 | 12 | | adding Subsections (c-1), (c-2), (g), and (h) to read as follows: |
|---|
| 13 | 13 | | (c-1) A person is considered to have left the person's home |
|---|
| 14 | 14 | | for more than temporary purposes if the person does not reside at |
|---|
| 15 | 15 | | the person's home for at least 180 days in a calendar year. |
|---|
| 16 | 16 | | (c-2) Subsection (c-1) does not apply to a person: |
|---|
| 17 | 17 | | (1) who is a member of the armed forces of the United |
|---|
| 18 | 18 | | States or the spouse or a dependent of a member; |
|---|
| 19 | 19 | | (2) enrolled as a full-time student who lives on |
|---|
| 20 | 20 | | campus at an institution of higher education; or |
|---|
| 21 | 21 | | (3) who is a member of the legislature or the United |
|---|
| 22 | 22 | | States Congress. |
|---|
| 23 | 23 | | (g) Except as provided by Subsection (h), a person who |
|---|
| 24 | 24 | | maintains more than one place of residence may not establish |
|---|
| 25 | 25 | | residence at a place that is a commercial building or a recreational |
|---|
| 26 | 26 | | vehicle. |
|---|
| 27 | 27 | | (h) The voter registrar may determine that a recreational |
|---|
| 28 | 28 | | vehicle is a person's residence with consideration of the address |
|---|
| 29 | 29 | | listed on: |
|---|
| 30 | 30 | | (1) a driver's license or other identification card |
|---|
| 31 | 31 | | issued to the person by the Department of Public Safety that has not |
|---|
| 32 | 32 | | expired; |
|---|
| 33 | 33 | | (2) a license to carry a concealed handgun issued to |
|---|
| 34 | 34 | | the person by the Department of Public Safety that has not expired; |
|---|
| 35 | 35 | | (3) a utility bill addressed to the person at the |
|---|
| 36 | 36 | | address of the person's established residence; or |
|---|
| 37 | 37 | | (4) an official tax document or Texas Department of |
|---|
| 38 | 38 | | Motor Vehicles document showing the registration address of a |
|---|
| 39 | 39 | | vehicle the person owns. |
|---|
| 40 | 40 | | SECTION 2. The changes in law made by this Act apply only to |
|---|
| 41 | 41 | | an election held on or after the effective date of this Act. |

| 42 | 42 | | SECTION 3. This Act takes effect September 1, 2025. |
