57 AN ACT
68 relating to a maternal health training program for certain health
79 care providers.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Subtitle B, Title 2, Health and Safety Code, is
1012 amended by adding Chapter 34A to read as follows:
1113 CHAPTER 34A. MATERNAL HEALTH TRAINING PROGRAM FOR HEALTH CARE
1214 PROVIDERS
1315 Sec. 34A.001. DEFINITIONS. In this chapter:
1416 (1) "Health care provider" and "maternal morbidity"
1517 have the meanings assigned by Section 34.001.
1618 (2) "Review committee" means the Texas Maternal
1719 Mortality and Morbidity Review Committee established under Chapter
1820 34.
1921 (3) "TexasAIM" means the program established by the
2022 department in collaboration with the Alliance for Innovation on
2123 Maternal Health and the Texas Hospital Association to assist health
2224 care providers with implementing maternal safety projects and
2325 decreasing incidents of preventable maternal death and severe
2426 maternal morbidity by applying best practices for maternal safety
2527 and improving maternal health care.
2628 (4) "Training program" means the maternal health
2729 training program established under Section 34A.002.
2830 Sec. 34A.002. MATERNAL HEALTH TRAINING PROGRAM. (a) The
2931 department shall develop and implement a training program for
3032 health care providers providing health care services to maternal
3133 patients in this state.
3234 (b) The training program must ensure health care providers
3335 providing health care services to maternal patients are equipped to
3436 deliver consistent, superior health care services.
3537 (c) The department shall collaborate with the review
3638 committee to establish the training program curriculum. The
3739 training program curriculum must include:
3840 (1) evidence-based protocols for obstetric
3941 emergencies;
4042 (2) TexasAIM maternal safety best practices for
4143 specific maternal and postpartum conditions;
4244 (3) maternal safety simulations; and
4345 (4) other information the review committee recommends
4446 regarding best practices for reducing maternal mortality and
4547 morbidity rates.
4648 (d) The executive commissioner by rule shall require health
4749 care providers providing health care services to maternal patients
4850 to participate in the training program.
4951 Sec. 34A.003. RULES. The executive commissioner shall
5052 adopt rules as necessary to establish and implement the training
5153 program under this chapter, including rules regarding monitoring
5254 health care provider compliance.
5355 SECTION 2. As soon as practicable after the effective date
5456 of this Act, the executive commissioner of the Health and Human
5557 Services Commission shall adopt the rules required by Chapter 34A,
5658 Health and Safety Code, as added by this Act.
5759 SECTION 3. This Act takes effect September 1, 2025.
