77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a pilot program to assist service members and veterans
1010 in achieving self-reliance after separation from the military.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 434, Government Code, is amended by
1313 adding Subchapter J to read as follows:
1414 SUBCHAPTER J. TEXAS VETERANS ACHIEVING SELF-RELIANCE PILOT PROGRAM
1515 Sec. 434.421. DEFINITIONS. In this subchapter:
1616 (1) "Commission" means the Texas Veterans Commission.
1717 (2) "Pilot program" means the pilot program
1818 established under this subchapter.
1919 (3) "Service member" means a member of:
2020 (A) an active or reserve component of the United
2121 States armed forces; or
2222 (B) the Texas military forces.
2323 (4) "Texas military forces" has the meaning assigned
2424 by Section 437.001.
2525 (5) "Veteran" means a former member of:
2626 (A) an active or reserve component of the United
2727 States armed forces; or
2828 (B) the Texas military forces.
2929 Sec. 434.422. PILOT PROGRAM. The commission by rule shall
3030 establish the Texas Veterans Achieving Self-Reliance Pilot Program
3131 to provide services intended to help a service member or a veteran
3232 achieve self-reliance after separating from the military. The
3333 program must assist the following persons:
3434 (1) service members and veterans who within the last
3535 year separated from:
3636 (A) an active or reserve component of the United
3737 States armed forces; or
3838 (B) the Texas military forces; and
3939 (2) spouses and dependents of the service members and
4040 veterans described by Subdivision (1).
4141 Sec. 434.423. SERVICES TO BE PROVIDED. The commission
4242 shall solicit requests for proposals from veterans service
4343 organizations to provide the persons described by Section 434.422
4444 with information and education on:
4545 (1) employment opportunities and related services;
4646 (2) housing assistance programs;
4747 (3) mental health services;
4848 (4) career training; and
4949 (5) other essential services determined appropriate
5050 by the commission.
5151 Sec. 434.424. EVALUATION AND CRITERIA. The commission
5252 shall evaluate the received proposals and must approve at least one
5353 or more veterans service organizations for funding to provide the
5454 services described by Section 434.423. The commission may only
5555 approve a proposal from an organization that has demonstrated in
5656 its proposal:
5757 (1) that it has experience working in this state with
5858 service members or veterans or both to provide the services
5959 described by Section 434.423; and
6060 (2) that it has access to military bases and sites at
6161 which the organization intends to provide the services described by
6262 Section 434.423.
6363 Sec. 434.425. REQUIREMENTS FOR PROVIDED SERVICES. The
6464 services provided under the pilot program must be provided:
6565 (1) only to persons described by Section 434.422; and
6666 (2) at no cost to the service member or veteran or to
6767 the spouses or dependents of the service member or veteran.
6868 Sec. 434.426. GIFTS, GRANTS, AND DONATIONS. The commission
6969 may accept gifts, grants, and donations to fund the pilot program
7070 and may collaborate with other public or private entities for
7171 additional funding or program expansion.
7272 Sec. 434.427. REPORTING. Not later than October 1, 2028,
7373 the commission shall prepare and submit to the governor, the
7474 lieutenant governor, the speaker of the house of representatives,
7575 and the standing committees of the legislature with primary
7676 jurisdiction over veterans affairs a written report that contains:
7777 (1) recommendations for legislative or other action;
7878 and
7979 (2) an evaluation of the pilot program's
8080 effectiveness, including a recommendation on whether the pilot
8181 program should be continued, expanded, or terminated.
8282 Sec. 434.428. EXPIRATION. This subchapter expires
8383 September 1, 2029.
8484 SECTION 2. This Act takes effect September 1, 2025.
