| 9 | 9 | | relating to the issuance of an educator certificate to certain |

| 10 | 10 | | applicants from outside this state. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 21.052(a), Education Code, is amended to |
|---|
| 13 | 13 | | read as follows: |
|---|
| 14 | 14 | | (a) The board may issue a certificate to an educator who |
|---|
| 15 | 15 | | applies for a certificate and: |
|---|
| 16 | 16 | | (1) holds: |
|---|
| 17 | 17 | | (A) a degree issued by an institution accredited |
|---|
| 18 | 18 | | by a regional accrediting agency or group that is recognized by a |
|---|
| 19 | 19 | | nationally recognized accreditation board; or |
|---|
| 20 | 20 | | (B) a degree issued by an institution located in |
|---|
| 21 | 21 | | a foreign country, if the degree is equivalent to a degree described |
|---|
| 22 | 22 | | by Paragraph (A); and |
|---|
| 23 | 23 | | (2) holds an appropriate certificate or other |
|---|
| 24 | 24 | | credential issued by another state or country[; and |
|---|
| 25 | 25 | | [(3) performs satisfactorily on: |
|---|
| 26 | 26 | | [(A) the examination prescribed under Section |
|---|
| 27 | 27 | | 21.048; or |
|---|
| 28 | 28 | | [(B) if the educator holds a certificate or other |
|---|
| 29 | 29 | | credential issued by another state or country, an examination |
|---|
| 30 | 30 | | similar to and at least as rigorous as that described by Paragraph |
|---|
| 31 | 31 | | (A) administered to the educator under the authority of that |
|---|
| 32 | 32 | | state]. |
|---|
| 33 | 33 | | SECTION 2. Subchapter B, Chapter 21, Education Code, is |
|---|
| 34 | 34 | | amended by adding Section 21.0521 to read as follows: |
|---|
| 35 | 35 | | Sec. 21.0521. NASDTEC INTERSTATE AGREEMENT. The board |
|---|
| 36 | 36 | | shall establish an agreement regarding certification of educators |
|---|
| 37 | 37 | | from outside this state for purposes of entering into the National |
|---|
| 38 | 38 | | Association of State Directors of Teacher Education and |
|---|
| 39 | 39 | | Certification interstate agreement. The agreement must specify |
|---|
| 40 | 40 | | which educator certificates from outside this state are accepted by |
|---|
| 41 | 41 | | the board for purposes of issuing a certificate to an educator under |
|---|
| 42 | 42 | | Section 21.052. |
|---|
| 43 | 43 | | SECTION 3. Sections 21.052(a-1), (c), (d), (d-1), and (e), |
|---|
| 44 | 44 | | Education Code, are repealed. |
|---|
| 45 | 45 | | SECTION 4. This Act takes effect September 1, 2025. |
