77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the issuance of an educator certificate to certain
1010 applicants from outside this state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 21.052(a), Education Code, is amended to
1313 read as follows:
1414 (a) The board may issue a certificate to an educator who
1515 applies for a certificate and:
1616 (1) holds:
1717 (A) a degree issued by an institution accredited
1818 by a regional accrediting agency or group that is recognized by a
1919 nationally recognized accreditation board; or
2020 (B) a degree issued by an institution located in
2121 a foreign country, if the degree is equivalent to a degree described
2222 by Paragraph (A); and
2323 (2) holds an appropriate certificate or other
2424 credential issued by another state or country[; and
2525 [(3) performs satisfactorily on:
2626 [(A) the examination prescribed under Section
2727 21.048; or
2828 [(B) if the educator holds a certificate or other
2929 credential issued by another state or country, an examination
3030 similar to and at least as rigorous as that described by Paragraph
3131 (A) administered to the educator under the authority of that
3232 state].
3333 SECTION 2. Subchapter B, Chapter 21, Education Code, is
3434 amended by adding Section 21.0521 to read as follows:
3535 Sec. 21.0521. NASDTEC INTERSTATE AGREEMENT. The board
3636 shall establish an agreement regarding certification of educators
3737 from outside this state for purposes of entering into the National
3838 Association of State Directors of Teacher Education and
3939 Certification interstate agreement. The agreement must specify
4040 which educator certificates from outside this state are accepted by
4141 the board for purposes of issuing a certificate to an educator under
4242 Section 21.052.
4343 SECTION 3. Sections 21.052(a-1), (c), (d), (d-1), and (e),
4444 Education Code, are repealed.
4545 SECTION 4. This Act takes effect September 1, 2025.
