11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Subchapter C, Chapter 773, Health and Safety |
---|
13 | 13 | | Code, is amended by adding Section 773.0561 to read as follows: |

14 | 14 | | Sec. 773.0561. PROGRAM REQUIREMENTS FOR CERTAIN |
---|
15 | 15 | | CERTIFICATION PROVIDERS. (a) This section applies to a for-profit |
---|
16 | 16 | | provider of an emergency medical services certification course or |
---|
17 | 17 | | training program located in a county that: |
---|
18 | 18 | | (1) is adjacent to the Texas-Mexico border; |
---|
19 | 19 | | (2) has a population of at least 500,000; and |
---|
20 | 20 | | (3) does not have a municipality with a population |
---|
21 | 21 | | greater than 500,000. |
---|
22 | 22 | | (b) A for-profit provider of an emergency medical services |
---|
23 | 23 | | certification course or training program: |
---|
24 | 24 | | (1) must disclose on the provider's Internet website |
---|
25 | 25 | | the cost of each certification course or training program the |
---|
26 | 26 | | provider offers; |
---|
27 | 27 | | (2) must pay to the department a fee equal to 10 |
---|
28 | 28 | | percent of a student's cost to enroll in the certification course or |
---|
29 | 29 | | training program; and |
---|
30 | 30 | | (3) may not charge a student directly or increase the |
---|
31 | 31 | | student's cost to enroll in the certification course or training |
---|
32 | 32 | | program by an amount equal to the amount paid to the department |
---|
33 | 33 | | under Subdivision (2) or otherwise require the student to cover the |
---|
34 | 34 | | cost of the fee. |
---|
35 | 35 | | (c) In addition to the minimum standards outlined in Section |
---|
36 | 36 | | 773.050, a course coordinator for emergency medical services |
---|
37 | 37 | | personnel training for a for-profit provider of an emergency |
---|
38 | 38 | | medical services certification course or training program must: |
---|
39 | 39 | | (1) hold a bachelor's degree conferred by an |
---|
40 | 40 | | accredited institution of higher education; and |
---|
41 | 41 | | (2) have at least 10 years of experience as a basic |
---|
42 | 42 | | instructor in a program related to emergency medical services. |
---|
43 | 43 | | SECTION 2. As soon as practicable after the effective date |
---|
44 | 44 | | of this Act, the executive commissioner of the Health and Human |
---|
45 | 45 | | Services Commission shall adopt rules necessary to implement |
---|
46 | 46 | | Section 773.0561, Health and Safety Code, as added by this Act. |
---|
47 | 47 | | SECTION 3. This Act takes effect September 1, 2025. |
