77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the requirements for certain emergency medical services
1010 certification providers; authorizing a fee.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter C, Chapter 773, Health and Safety
1313 Code, is amended by adding Section 773.0561 to read as follows:
1414 Sec. 773.0561. PROGRAM REQUIREMENTS FOR CERTAIN
1515 CERTIFICATION PROVIDERS. (a) This section applies to a for-profit
1616 provider of an emergency medical services certification course or
1717 training program located in a county that:
1818 (1) is adjacent to the Texas-Mexico border;
1919 (2) has a population of at least 500,000; and
2020 (3) does not have a municipality with a population
2121 greater than 500,000.
2222 (b) A for-profit provider of an emergency medical services
2323 certification course or training program:
2424 (1) must disclose on the provider's Internet website
2525 the cost of each certification course or training program the
2626 provider offers;
2727 (2) must pay to the department a fee equal to 10
2828 percent of a student's cost to enroll in the certification course or
2929 training program; and
3030 (3) may not charge a student directly or increase the
3131 student's cost to enroll in the certification course or training
3232 program by an amount equal to the amount paid to the department
3333 under Subdivision (2) or otherwise require the student to cover the
3434 cost of the fee.
3535 (c) In addition to the minimum standards outlined in Section
3636 773.050, a course coordinator for emergency medical services
3737 personnel training for a for-profit provider of an emergency
3838 medical services certification course or training program must:
3939 (1) hold a bachelor's degree conferred by an
4040 accredited institution of higher education; and
4141 (2) have at least 10 years of experience as a basic
4242 instructor in a program related to emergency medical services.
4343 SECTION 2. As soon as practicable after the effective date
4444 of this Act, the executive commissioner of the Health and Human
4545 Services Commission shall adopt rules necessary to implement
4646 Section 773.0561, Health and Safety Code, as added by this Act.
4747 SECTION 3. This Act takes effect September 1, 2025.
