8 | 8 | | relating to membership of the Texas opioid abatement fund council. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 403.503(b), Government Code, is amended |
---|
11 | 11 | | to read as follows: |
---|
12 | 12 | | (b) The council is composed of the following 14 members: |
---|
13 | 13 | | (1) six regional members, appointed by the executive |
---|
14 | 14 | | commissioner of the Health and Human Services Commission, who are |
---|
15 | 15 | | from academia or the medical profession with significant experience |
---|
16 | 16 | | in opioid interventions and who each are appointed to represent one |
---|
17 | 17 | | of the following groups of regional health care partnership |
---|
18 | 18 | | regions: |
---|
19 | 19 | | (A) regions 9 and 10; |
---|
20 | 20 | | (B) region 3; |
---|
21 | 21 | | (C) regions 11, 12, 13, 14, 15, and 19; |
---|
22 | 22 | | (D) regions 6, 7, 8, and 16; |
---|
23 | 23 | | (E) regions 1, 2, 17, and 18; and |
---|
24 | 24 | | (F) regions 4, 5, and 20; |
---|
25 | 25 | | (2) four members who are current or retired health |
---|
26 | 26 | | care professionals holding or formerly holding a license under |
---|
27 | 27 | | Title 3, Occupations Code, with significant experience in treating |
---|
28 | 28 | | opioid-related harms and who are appointed as follows: |
---|
29 | 29 | | (A) one member appointed by the governor; |
---|
30 | 30 | | (B) one member appointed by the lieutenant |
---|
31 | 31 | | governor; |
---|
32 | 32 | | (C) one member appointed by the speaker of the |
---|
33 | 33 | | house of representatives; and |
---|
34 | 34 | | (D) one member appointed by the attorney general; |
---|
35 | 35 | | (3) one member who is employed by a hospital district |
---|
36 | 36 | | and is appointed by the governor; |
---|
37 | 37 | | (4) one member who is employed by a hospital district |
---|
38 | 38 | | and is appointed by the attorney general; |
---|
39 | 39 | | (5) one member appointed by the governor and who is a |
---|
40 | 40 | | member of a law enforcement agency and has experience with |
---|
41 | 41 | | opioid-related harms; |
---|
42 | 42 | | (6) one member with lived experience in substance use |
---|
43 | 43 | | recovery and is appointed by the Behavioral Health Advisory |
---|
44 | 44 | | Committee established by the Health and Human Services Commission; |
---|
45 | 45 | | and |
---|
46 | 46 | | (7) [(6)] one nonvoting member who serves as the |
---|
47 | 47 | | presiding officer of the council and is the comptroller or the |
---|
48 | 48 | | comptroller's designee. |
---|
49 | 49 | | SECTION 2. This Act takes effect September 1, 2025. |
