66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to membership of the Texas opioid abatement fund council.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 403.503(b), Government Code, is amended
1111 to read as follows:
1212 (b) The council is composed of the following 14 members:
1313 (1) six regional members, appointed by the executive
1414 commissioner of the Health and Human Services Commission, who are
1515 from academia or the medical profession with significant experience
1616 in opioid interventions and who each are appointed to represent one
1717 of the following groups of regional health care partnership
1818 regions:
1919 (A) regions 9 and 10;
2020 (B) region 3;
2121 (C) regions 11, 12, 13, 14, 15, and 19;
2222 (D) regions 6, 7, 8, and 16;
2323 (E) regions 1, 2, 17, and 18; and
2424 (F) regions 4, 5, and 20;
2525 (2) four members who are current or retired health
2626 care professionals holding or formerly holding a license under
2727 Title 3, Occupations Code, with significant experience in treating
2828 opioid-related harms and who are appointed as follows:
2929 (A) one member appointed by the governor;
3030 (B) one member appointed by the lieutenant
3131 governor;
3232 (C) one member appointed by the speaker of the
3333 house of representatives; and
3434 (D) one member appointed by the attorney general;
3535 (3) one member who is employed by a hospital district
3636 and is appointed by the governor;
3737 (4) one member who is employed by a hospital district
3838 and is appointed by the attorney general;
3939 (5) one member appointed by the governor and who is a
4040 member of a law enforcement agency and has experience with
4141 opioid-related harms;
4242 (6) one member with lived experience in substance use
4343 recovery and is appointed by the Behavioral Health Advisory
4444 Committee established by the Health and Human Services Commission;
4545 and
4646 (7) [(6)] one nonvoting member who serves as the
4747 presiding officer of the council and is the comptroller or the
4848 comptroller's designee.
4949 SECTION 2. This Act takes effect September 1, 2025.
