77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the Health and Human Services Commission's authority to
1010 establish and implement certain public health initiatives.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subtitle H, Title 2, Health and Safety Code, is
1313 amended by adding Chapter 180 to read as follows:
1414 CHAPTER 180. PUBLIC HEALTH INITIATIVES
1515 Sec. 180.001. PUBLIC HEALTH INITIATIVES. (a) The
1616 commission may establish and implement initiatives to address
1717 public health challenges affecting residents of this state,
1818 including by:
1919 (1) conducting a study;
2020 (2) implementing a pilot program; or
2121 (3) coordinating a data collection effort.
2222 (b) A public health initiative authorized under this
2323 section may:
2424 (1) assess the efficacy, safety, and medical potential
2525 of emerging health care treatments and therapies for physical and
2626 mental health conditions; or
2727 (2) assess the impact of medical treatments,
2828 alternative health care therapies, or medications on public health
2929 outcomes.
3030 Sec. 180.002. COLLABORATION. The commission may
3131 collaborate with public and private entities, including
3232 institutions of higher education and medical research
3333 organizations, as necessary to establish or implement a public
3434 health initiative under this chapter.
3535 Sec. 180.003. RULES. The executive commissioner may adopt
3636 rules as necessary to implement this chapter.
3737 SECTION 2. This Act takes effect September 1, 2025.
