46 A BILL TO BE ENTITLED
57 AN ACT
68 relating to a study by the Texas Education Agency regarding
79 participation in certain career and technology programs.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. DEFINITION. In this Act, "agency" means the
1012 Texas Education Agency.
1113 SECTION 2. STUDY REGARDING CERTAIN CAREER PATHWAYS AND
1214 OFFERINGS BY SCHOOL DISTRICTS. (a) The agency shall conduct a
1315 study regarding the participation of students in applicable courses
1416 and offerings related to the following:
1517 (1) Mobility & Transportation;
1618 (2) Healthcare;
1719 (3) Skilled Trades and Construction;
1820 (4) Manufacturing; and
1921 (5) Information Technology.
2022 (b) The study must identify:
2123 (1) the demand for each above-listed industry at
2224 entry-level positions according to each region of the state.
2325 (2) how many students are currently enrolled in the
2426 related course offerings listed in (a) and what, if any,
2527 industry-based certifications were pursued by the students;
2628 (3) how many students completed industry-based
2729 certifications in the fields listed in (a);
2830 (4) how many and which school districts offer programs
2931 in the fields listed in (a);
3032 (5) whether students entered the workforce in the
3133 field of certification listed above or attended an institution of
3234 higher education and where the specific student works or continues
3335 their field of study at an institution of higher education;
3436 (6) whether a student who enrolled in a field of study
3537 listed in (a) after high school graduation, pursued a related
3638 career in the job market or a relevant program at an institution of
3739 higher education;
3840 (7) the participation of students in middle school and
3941 high school in career exploration pathways that are available in
4042 their school district, if offered by the district;
4143 (8) the list of postsecondary institutions for each
4244 region of the state who offer fields of study related to those
4345 listed in (a);
4446 (9) the amount of funding necessary to ensure school
4547 districts, the agency, and other applicable entities to continue to
4648 collect information related to postsecondary and job market data.
4749 SECTION 3. REPORT TO LEGISLATURE. Not later than December
4850 1, 2026, the agency shall submit a report to the legislature that
4951 includes the results of the study conducted under Section 2 of this
5052 Act and any associated recommendations.
5153 SECTION 4. EXPIRATION. This Act expires September 1, 2027.
5254 SECTION 5. EFFECTIVE DATE. This Act takes effect
5355 immediately if it receives a vote of two-thirds of all the members
5456 elected to each house, as provided by Section 39, Article III, Texas
5557 Constitution. If this Act does not receive the vote necessary for
5658 immediate effect, this Act takes effect September 1, 2025.
