                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             April 11, 2025       TO: Honorable Cecil Bell, Chair, House Committee on Intergovernmental Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4661 by Lopez, Janie (Relating to the closure of beaches for space flight activities; creating a criminal offense.), As Introduced     The bill would require a county commissioners court to issue an evacuation order for a launch site hazard area on the day of a space flight launch and make the violation of such an order punishable as a Class B misdemeanor for a first offense, or as a Class A misdemeanor when the actor has been previously convicted of the offense.While it is assumed that any state revenue impact would not be significant, it would be dependent on the number of offenses committed and the associated court costs.  Local Government ImpactIt is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
