11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Chapter 481, Government Code, is amended by |
---|
13 | 13 | | adding Subchapter HH to read as follows: |
---|
14 | 14 | | SUBCHAPTER HH. TEXAS ALCOHOL TOURISM DEVELOPMENT PROGRAM |
---|
15 | 15 | | Sec. 481.701. DEFINITION. In this subchapter, "program" |
---|
16 | 16 | | means the Texas alcohol tourism development program established |
---|
17 | 17 | | under this subchapter. |
---|
18 | 18 | | Sec. 481.702. TEXAS ALCOHOL TOURISM DEVELOPMENT PROGRAM. |
---|
19 | 19 | | (a) The office shall establish the Texas alcohol tourism |
---|
20 | 20 | | development program to develop and market alcohol tourism in this |
---|
21 | 21 | | state. |
---|
22 | 22 | | (b) The program shall: |
---|
23 | 23 | | (1) using market research develop an alcoholic |
---|
24 | 24 | | beverage industry marketing plan to: |
---|
25 | 25 | | (A) increase tourism to wineries, breweries, and |
---|
26 | 26 | | distilleries in this state; and |
---|
27 | 27 | | (B) promote the consumption of and access to |
---|
28 | 28 | | wine, beer, and distilled spirits produced in this state; |
---|
29 | 29 | | (2) develop and maintain a list of the locations of |
---|
30 | 30 | | wineries, breweries, and distilleries in this state; |
---|
31 | 31 | | (3) post on a publicly accessible Internet website and |
---|
32 | 32 | | annually update a list of the locations of wineries, breweries, and |
---|
33 | 33 | | distilleries in this state that offer tours and tastings; |
---|
34 | 34 | | (4) promote wineries, breweries, and distilleries in |
---|
35 | 35 | | this state when promoting this state as a tourism destination; |
---|
36 | 36 | | (5) educate consumers about the wine, beer, and |
---|
37 | 37 | | distilled spirits produced in this state; and |
---|
38 | 38 | | (6) promote, market, and educate consumers about the |
---|
39 | 39 | | alcoholic beverage industry in this state using any other method |
---|
40 | 40 | | the office determines is appropriate. |
---|
41 | 41 | | Sec. 481.703. TEXAS ALCOHOL TOURISM DEVELOPMENT ADVISORY |
---|
42 | 42 | | COMMITTEE. (a) In this section, "advisory committee" means the |
---|
43 | 43 | | Texas alcohol tourism development advisory committee established |
---|
44 | 44 | | under this section. |
---|
45 | 45 | | (b) The Texas alcohol tourism development advisory |
---|
46 | 46 | | committee is established to advise the office on the development of |
---|
47 | 47 | | alcohol tourism in this state. |
---|
48 | 48 | | (c) The advisory committee is composed of the following nine |
---|
49 | 49 | | members appointed by the governor: |
---|
50 | 50 | | (1) a holder of a distiller's and rectifier's permit |
---|
51 | 51 | | issued under Chapter 14, Alcoholic Beverage Code; |
---|
52 | 52 | | (2) a holder of a winery permit issued under Chapter |
---|
53 | 53 | | 16, Alcoholic Beverage Code; |
---|
54 | 54 | | (3) a holder of a brewer's license issued under Chapter |
---|
55 | 55 | | 62, Alcoholic Beverage Code; |
---|
56 | 56 | | (4) a member of a chamber of commerce in this state; |
---|
57 | 57 | | (5) a researcher or educator specializing in economic |
---|
58 | 58 | | development; |
---|
59 | 59 | | (6) a member of the public who is not affiliated with |
---|
60 | 60 | | the alcoholic beverage industry; |
---|
61 | 61 | | (7) a representative of the office; |
---|
62 | 62 | | (8) a representative of the Texas Department of |
---|
63 | 63 | | Transportation; and |
---|
64 | 64 | | (9) a commissioner of the Texas Alcoholic Beverage |
---|
65 | 65 | | Commission. |
---|
66 | 66 | | (d) The advisory committee shall: |
---|
67 | 67 | | (1) propose methods to market and increase the alcohol |
---|
68 | 68 | | tourism industry in this state, as provided by Section 481.702; |
---|
69 | 69 | | (2) develop a plan and schedule to implement the |
---|
70 | 70 | | marketing and growth methods proposed under Subdivision (1); and |
---|
71 | 71 | | (3) propose a budget and spending plan for the office |
---|
72 | 72 | | to implement the plan and the program. |
---|
73 | 73 | | (e) Not later than September 1, 2026, the advisory committee |
---|
74 | 74 | | shall submit a report to the office and legislature detailing the |
---|
75 | 75 | | committee's proposed methods, plans, and budget, as required by |
---|
76 | 76 | | this section. |
---|
77 | 77 | | (f) The advisory committee is abolished and this section |
---|
78 | 78 | | expires January 1, 2027. |
---|
79 | 79 | | SECTION 2. As soon as practicable after the effective date |
---|
80 | 80 | | of this Act: |
---|
81 | 81 | | (1) the Texas Economic Development and Tourism Office |
---|
82 | 82 | | shall establish the Texas alcohol tourism development program as |
---|
83 | 83 | | required by Section 481.702, Government Code, as added by this Act; |
---|
84 | 84 | | and |
---|
85 | 85 | | (2) the governor shall appoint the members of the |
---|
86 | 86 | | Texas alcohol tourism development advisory committee established |
---|
87 | 87 | | under Section 481.703, Government Code, as added by this Act. |
---|
88 | 88 | | SECTION 3. This Act takes effect September 1, 2025. |
