77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the Texas alcohol tourism development program and
1010 advisory committee.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 481, Government Code, is amended by
1313 adding Subchapter HH to read as follows:
1414 SUBCHAPTER HH. TEXAS ALCOHOL TOURISM DEVELOPMENT PROGRAM
1515 Sec. 481.701. DEFINITION. In this subchapter, "program"
1616 means the Texas alcohol tourism development program established
1717 under this subchapter.
1818 Sec. 481.702. TEXAS ALCOHOL TOURISM DEVELOPMENT PROGRAM.
1919 (a) The office shall establish the Texas alcohol tourism
2020 development program to develop and market alcohol tourism in this
2121 state.
2222 (b) The program shall:
2323 (1) using market research develop an alcoholic
2424 beverage industry marketing plan to:
2525 (A) increase tourism to wineries, breweries, and
2626 distilleries in this state; and
2727 (B) promote the consumption of and access to
2828 wine, beer, and distilled spirits produced in this state;
2929 (2) develop and maintain a list of the locations of
3030 wineries, breweries, and distilleries in this state;
3131 (3) post on a publicly accessible Internet website and
3232 annually update a list of the locations of wineries, breweries, and
3333 distilleries in this state that offer tours and tastings;
3434 (4) promote wineries, breweries, and distilleries in
3535 this state when promoting this state as a tourism destination;
3636 (5) educate consumers about the wine, beer, and
3737 distilled spirits produced in this state; and
3838 (6) promote, market, and educate consumers about the
3939 alcoholic beverage industry in this state using any other method
4040 the office determines is appropriate.
4141 Sec. 481.703. TEXAS ALCOHOL TOURISM DEVELOPMENT ADVISORY
4242 COMMITTEE. (a) In this section, "advisory committee" means the
4343 Texas alcohol tourism development advisory committee established
4444 under this section.
4545 (b) The Texas alcohol tourism development advisory
4646 committee is established to advise the office on the development of
4747 alcohol tourism in this state.
4848 (c) The advisory committee is composed of the following nine
4949 members appointed by the governor:
5050 (1) a holder of a distiller's and rectifier's permit
5151 issued under Chapter 14, Alcoholic Beverage Code;
5252 (2) a holder of a winery permit issued under Chapter
5353 16, Alcoholic Beverage Code;
5454 (3) a holder of a brewer's license issued under Chapter
5555 62, Alcoholic Beverage Code;
5656 (4) a member of a chamber of commerce in this state;
5757 (5) a researcher or educator specializing in economic
5858 development;
5959 (6) a member of the public who is not affiliated with
6060 the alcoholic beverage industry;
6161 (7) a representative of the office;
6262 (8) a representative of the Texas Department of
6363 Transportation; and
6464 (9) a commissioner of the Texas Alcoholic Beverage
6565 Commission.
6666 (d) The advisory committee shall:
6767 (1) propose methods to market and increase the alcohol
6868 tourism industry in this state, as provided by Section 481.702;
6969 (2) develop a plan and schedule to implement the
7070 marketing and growth methods proposed under Subdivision (1); and
7171 (3) propose a budget and spending plan for the office
7272 to implement the plan and the program.
7373 (e) Not later than September 1, 2026, the advisory committee
7474 shall submit a report to the office and legislature detailing the
7575 committee's proposed methods, plans, and budget, as required by
7676 this section.
7777 (f) The advisory committee is abolished and this section
7878 expires January 1, 2027.
7979 SECTION 2. As soon as practicable after the effective date
8080 of this Act:
8181 (1) the Texas Economic Development and Tourism Office
8282 shall establish the Texas alcohol tourism development program as
8383 required by Section 481.702, Government Code, as added by this Act;
8484 and
8585 (2) the governor shall appoint the members of the
8686 Texas alcohol tourism development advisory committee established
8787 under Section 481.703, Government Code, as added by this Act.
8888 SECTION 3. This Act takes effect September 1, 2025.
