46 A BILL TO BE ENTITLED
57 AN ACT
68 relating to the responsibilities and composition of the Health and
79 Human Services Commission Executive Council.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Section 523.0102(a), Government Code, is amended
1012 by amending Subsection (a)(1) to read as follows:
1113 (a) The executive council shall seek and receive public
1214 comment on:
1315 (1) commission rulemaking activities [proposed
1416 rules];
1517 (2) advisory committee recommendations;
1618 (3) legislative appropriations requests or other
1719 documents related to the appropriations process;
1820 (4) the operation of health and human services
1921 programs; and
2022 (5) other items the executive commissioner determines
2123 appropriate.
2224 SECTION 2. Section 523.0103(a), Government Code, is amended
2325 by amending Subsection (a)(2) to read as follows:
2426 (a) The executive council is composed of:
2527 (1) the executive commissioner;
2628 (2) the director of each division established by the
2729 executive commissioner [established under former Section
2830 531.008(c) before the expiration of that subsection on September 1,
2931 2023];
3032 (3) the commissioner of a health and human services
3133 agency;
3234 (4) the commissioner of the Department of Family and
3335 Protective Services, regardless of whether that agency continues as
3436 a state agency separate from the commission; and
3537 (5) other individuals the executive commissioner
3638 appoints as the executive commissioner determines necessary.
3739 SECTION 3. This Act takes effect September 1, 2025.
