77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the citizenship status of and birth certificates for
1010 certain children born in this state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. The Government Code is amended by adding Title 13
1313 to read as follows:
1414 TITLE 13. CITIZENSHIP
1515 CHAPTER 5001. CITIZENSHIP OF CHILD BORN IN THIS STATE
1616 Sec. 5001.001. CITIZENSHIP STATUS OF CERTAIN CHILDREN.
1717 Notwithstanding any other law, a child born in this state is not
1818 considered a United States citizen and may not be granted
1919 citizenship status in this state unless, at the time of the child's
2020 birth, at least one parent of the child is:
2121 (1) a United States citizen;
2222 (2) a national of the United States; or
2323 (3) an alien who is lawfully admitted for permanent
2424 residence to the United States.
2525 SECTION 2. Section 192.002, Health and Safety Code, is
2626 amended by adding Subsection (e) to read as follows:
2727 (e) The form must include a space for recording the
2828 citizenship status of the mother and father.
2929 SECTION 3. This Act takes effect September 1, 2025.
