| 11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 12 | 12 | SECTION 1. The Government Code is amended by adding Title 13 | |
| 13 | 13 | to read as follows: | |
| 14 | 14 | TITLE 13. CITIZENSHIP | |
| 15 | 15 | CHAPTER 5001. CITIZENSHIP OF CHILD BORN IN THIS STATE | |
| 16 | 16 | Sec. 5001.001. CITIZENSHIP STATUS OF CERTAIN CHILDREN. | |
| 17 | 17 | Notwithstanding any other law, a child born in this state is not | |
| 18 | 18 | considered a United States citizen and may not be granted | |
| 19 | 19 | citizenship status in this state unless, at the time of the child's | |
| 20 | 20 | birth, at least one parent of the child is: | |
| 21 | 21 | (1) a United States citizen; | |
| 22 | 22 | (2) a national of the United States; or | |
| 23 | 23 | (3) an alien who is lawfully admitted for permanent | |
| 24 | 24 | residence to the United States. | |
| 25 | 25 | SECTION 2. Section 192.002, Health and Safety Code, is | |
| 26 | 26 | amended by adding Subsection (e) to read as follows: | |
| 27 | 27 | (e) The form must include a space for recording the | |
| 28 | 28 | citizenship status of the mother and father. | |
| 29 | 29 | SECTION 3. This Act takes effect September 1, 2025. |
