| 9 | 11 | | SECTION 1. Title 10, Subtitle Z, Government Code, is |

| 10 | 12 | | amended by adding Subchapter 3001 to read as follows: |

| 11 | 13 | | SUBCHAPTER 3001. PROHIBITION ON DIVERSITY, EQUITY, AND INCLUSION |

| 12 | 14 | | Section 3001.001. PROHIBITION ON DIVERSITY, EQUITY, AND |

| 13 | 15 | | INCLUSION BY STATE AGENCIES. (a) In this section, "state agency" |
|---|
| 14 | 16 | | has the meaning assigned by Section 2062.001. |
|---|
| 15 | 17 | | (b) Notwithstanding any law, all state agency rules, |
|---|
| 16 | 18 | | policies, employment practices, communications, awards of |
|---|
| 17 | 19 | | government benefits or contracts, curricula, and all other actions |
|---|
| 18 | 20 | | must treat people and entities equally regardless of race, color, |
|---|
| 19 | 21 | | or national origin and may not discriminate on the basis of race, |
|---|
| 20 | 22 | | color, or national origin. |
|---|
| 21 | 23 | | (c) Any agency action promoting, in whole or part, the |
|---|
| 22 | 24 | | doctrine of "diversity, equity, and inclusion" is deemed to be |
|---|
| 23 | 25 | | discrimination prohibited by subjection (b) and null and void ab |
|---|
| 24 | 26 | | initio. |

| 25 | 27 | | SECTION 2. This Act takes effect September 1, 2025. |
