| 9 | 9 | | relating to the continuation of the Trade Agricultural Inspection |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Sections 12.050(k) and (l), Agriculture Code, |
|---|
| 13 | 13 | | are amended to read as follows: |
|---|
| 14 | 14 | | (k) Not later than January 15, 2029 [2025], the department |
|---|
| 15 | 15 | | shall evaluate the performance of the program under this section |
|---|
| 16 | 16 | | and submit a report to the legislature. The report must include an |
|---|
| 17 | 17 | | evaluation of agricultural inspections affected by the program, |
|---|
| 18 | 18 | | including the extent to which the program is reducing wait times for |
|---|
| 19 | 19 | | agricultural inspections of vehicles at ports of entry along the |
|---|
| 20 | 20 | | border with the United Mexican States. |
|---|
| 21 | 21 | | (l) Unless continued in existence by the legislature, this |
|---|
| 22 | 22 | | section expires September 1, 2029 [2025]. |
|---|
| 23 | 23 | | SECTION 2. The Department of Agriculture is required to |
|---|
| 24 | 24 | | implement a provision of this Act only if the legislature |
|---|
| 25 | 25 | | appropriates money specifically for that purpose. If the |
|---|
| 26 | 26 | | legislature does not appropriate money specifically for that |
|---|
| 27 | 27 | | purpose, the department may, but is not required to, implement a |
|---|
| 28 | 28 | | provision of this Act using other appropriations available for that |
|---|
| 29 | 29 | | purpose. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 31 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 34 | | Act takes effect September 1, 2025. |
