911 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1012 SECTION 1. Sections 478.0001(3) and (7), Government Code,
1113 are amended to read as follows:
1214 (3) "Event" means any of the following and includes any
1315 activity related to or associated with the following:
1416 (A) the Academy of Country Music Awards;
1517 (B) the Amateur Athletic Union Junior Olympic Games;
1618 (C) the Bassmaster Classic;
1719 (D) a Big 12 Football Conference Championship game;
1820 (E) the Breeders' Cup World Championships;
1921 (F) the CMT (Country Music Television) Music Awards;
2022 (G) a game of the College Football Playoff or its
2123 successor;
2224 (H) the Confederation of North, Central America and
2325 Caribbean Association Football (Concacaf) Gold Cup;
2426 (I) a CONVRG conference;
2527 (J) an Elite Rodeo Association World Championship;
2628 (K) a Federation Equestre Internationale World Cup
2729 Final;
2830 (L) a Federation Internationale de Motocyclisme (FIM)
2931 World Supercross Championship race;
3032 (M) the Formula One United States Grand Prix;
3133 (N) the largest event held each year at a sports
3234 entertainment venue in this state with a permanent seating
3335 capacity, including grandstand and premium seating, of at least
3436 125,000 on September 1, 2021;
3537 (O) the Major League Baseball All-Star Game;
3638 (P) the Major League Soccer All-Star Game or the Major
3739 League Soccer Cup;
3840 (Q) a mixed martial arts championship;
3941 (R) the Moto Grand Prix of the United States;

9395 (I) the Democratic National Committee;

133135 SECTION 2. Section 478.0053, Government Code, is amended to
134136 read as follows:
135137 Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
136138 REQUIREMENT FOR CERTAIN LARGE VENUES. Section 478.0051(b)(1) does
137139 not apply to an event described by Section 478.0001(3)(N) or (HH).
138140 If an endorsing municipality or endorsing county requests the
139141 office to make a determination under Section 478.0102 for an event
140142 described by Section 478.0001(3)(N) or (HH), the remaining
141143 provisions of this chapter apply to that event as if the event
142144 satisfied the eligibility requirements under Section
143145 478.0051(b)(1).
144146 SECTION 3. This Act takes effect September 1, 2025.
