77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study conducted by the Texas Division of Emergency
1010 Management regarding the process for obtaining disaster-related
1111 financial assistance.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. DEFINITION. In this Act, "division" means the
1414 Texas Division of Emergency Management.
1515 SECTION 2. STUDY. (a) The division, with the assistance of
1616 the Emergency Management Council, shall conduct a study on the
1717 process for applying for, approving, and awarding financial
1818 assistance during the disaster recovery process.
1919 (b) In conducting the study, the division shall:
2020 (1) compile data regarding the amount of time and
2121 effort required for local governments, individuals, and businesses
2222 to apply for and ultimately receive disaster-related financial
2323 assistance;
2424 (2) identify current laws and rules governing the
2525 provision of disaster-related financial assistance; and
2626 (3) identify opportunities to streamline, simplify,
2727 and expedite the process for local governments, individuals, and
2828 businesses to apply for and receive disaster-related financial
2929 assistance.
3030 SECTION 3. REPORT. Not later than December 1, 2026, the
3131 division shall submit to the governor, the lieutenant governor, the
3232 speaker of the house of representatives, and each member of the
3333 legislature a written report that includes:
3434 (1) a summary of the information compiled in the
3535 study, including an analysis of the efficiency and effectiveness of
3636 the disaster-related financial assistance system; and
3737 (2) recommendations from the division and the
3838 Emergency Management Council, including:
3939 (A) recommendations regarding the manner by
4040 which disaster-related financial assistance can be provided more
4141 efficiently, simply, and quickly; and
4242 (B) recommendations for legislative or other
4343 action.
4444 SECTION 4. EXPIRATION DATE. This Act expires September 1,
4545 2027.
4646 SECTION 5. EFFECTIVE DATE. This Act takes effect September
4747 1, 2025.
