| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter G, Chapter 51, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 51.3535 to read as follows: |
|---|
| 15 | 15 | | Sec. 51.3535. RESPONSIBILITY OF SYSTEM ADMINISTRATION |
|---|
| 16 | 16 | | REGARDING COMPETENCY-BASED EDUCATION. (a) In this section: |
|---|
| 17 | 17 | | (1) "Competency-based baccalaureate degree program" |
|---|
| 18 | 18 | | has the meaning assigned by Section 56.521. |
|---|
| 19 | 19 | | (2) "Coordinating board" means the Texas Higher |
|---|
| 20 | 20 | | Education Coordinating Board. |
|---|
| 21 | 21 | | (b) Subject to coordinating board approval under Section |
|---|
| 22 | 22 | | 61.0512, the system administration of each system shall ensure that |
|---|
| 23 | 23 | | one or more institutions of higher education in the system offer |
|---|
| 24 | 24 | | competency-based baccalaureate degree programs in each field of |
|---|
| 25 | 25 | | study in high demand, as determined by coordinating board rule. |
|---|
| 26 | 26 | | (c) A competency-based baccalaureate degree program offered |
|---|
| 27 | 27 | | under this section may not exceed a total cost of $10,000 to an |
|---|
| 28 | 28 | | enrolled student. |
|---|
| 29 | 29 | | (d) The coordinating board may adopt rules as necessary to |
|---|
| 30 | 30 | | administer this section. |
|---|
| 31 | 31 | | SECTION 2. Section 51.3535, Education Code, as added by |
|---|
| 32 | 32 | | this Act, applies beginning with the 2026-2027 academic year. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2025. |
