88 AN ACT
99 relating to requiring that competency-based baccalaureate degree
1010 programs be offered at certain public institutions of higher
1111 education.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter G, Chapter 51, Education Code, is
1414 amended by adding Section 51.3535 to read as follows:
1515 Sec. 51.3535. RESPONSIBILITY OF SYSTEM ADMINISTRATION
1616 REGARDING COMPETENCY-BASED EDUCATION. (a) In this section:
1717 (1) "Competency-based baccalaureate degree program"
1818 has the meaning assigned by Section 56.521.
1919 (2) "Coordinating board" means the Texas Higher
2020 Education Coordinating Board.
2121 (b) Subject to coordinating board approval under Section
2222 61.0512, the system administration of each system shall ensure that
2323 one or more institutions of higher education in the system offer
2424 competency-based baccalaureate degree programs in each field of
2525 study in high demand, as determined by coordinating board rule.
2626 (c) A competency-based baccalaureate degree program offered
2727 under this section may not exceed a total cost of $10,000 to an
2828 enrolled student.
2929 (d) The coordinating board may adopt rules as necessary to
3030 administer this section.
3131 SECTION 2. Section 51.3535, Education Code, as added by
3232 this Act, applies beginning with the 2026-2027 academic year.
3333 SECTION 3. This Act takes effect September 1, 2025.
