138 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
14- SECTION 1. Section 481.0066(e), Government Code, is amended
9+ SECTION 1. Section 490D.051(c), Government Code, is amended
10+ as to read as follows:
11+ (c) The criteria established under Subsection (b)(1) must
12+ include a requirement that at least 51% of [all or virtually] all
13+ significant parts and processing of a product originated in this
14+ state.
15+ SECTION 2. Chapter 490H, Government Code, is repealed.
16+ SECTION 3. Sections 481.066(e), Government Code, is amended
1517 to read as follows:
1618 (e) The governor shall appoint an aerospace and aviation
1719 advisory committee consisting of:
1820 (1) seven qualified members to assist in the state's
1921 economic development efforts to recruit and retain aerospace and
2022 aviation jobs and investment; [and]
21- (2) one qualified member representing a federal entity
22- or the United States armed forces; and
23- (3) one member for each active spaceport development
23+ (2) one member for each active spaceport development
2424 corporation in the state who represents the interests of each
25- respective spaceport development corporation.
26- SECTION 2. Section 481.167(a), Government Code, is amended

31+ Sec. 481.167. TEXAS BUSINESS AND COMMUNITY ECONOMIC
32+ DEVELOPMENT CLEARINGHOUSE. (a) The office shall establish the
33+ Texas Business and Community Economic Development Clearinghouse to
34+ provide information and assistance to businesses and communities in
35+ the state [through the use of a statewide toll-free telephone
36+ service].
3937 SECTION 5. This Act takes effect September 1, 2025.
