| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Section 56.002(a), Transportation Code, is | |
| 12 | 12 | amended to read as follows: | |
| 13 | 13 | (a) The ship channel improvement revolving fund is a | |
| 14 | 14 | separate [an] account in the state highway [general revenue] fund. | |
| 15 | 15 | The fund is administered by the commission. | |
| 16 | 16 | SECTION 2. On the effective date of this Act, the | |
| 17 | 17 | comptroller of public accounts shall transfer the unencumbered | |
| 18 | 18 | balance of the ship channel improvement revolving fund established | |
| 19 | 19 | under Chapter 56, Transportation Code, to an account of the same | |
| 20 | 20 | name in the state highway fund. | |
| 21 | 21 | SECTION 3. This Act takes effect immediately if it receives | |
| 22 | 22 | a vote of two-thirds of all the members elected to each house, as | |
| 23 | 23 | provided by Section 39, Article III, Texas Constitution. If this | |
| 24 | 24 | Act does not receive the vote necessary for immediate effect, this | |
| 25 | 25 | Act takes effect September 1, 2025. |
