68 relating to the creation of a statewide Chronic Wasting Disease
79 plan.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Chapter 11, Parks and Wildlife Code, is amended
1012 by adding Subchapter Q to read as follows:
1113 SUBCHAPTER Q. CHRONIC WASTING DISEASE IN DEER.
1214 Sec. 1.01. ASSESSMENT BY THE TEXAS A&M COLLEGE OF
1315 VETERINARY MEDICINE AND BIOMEDICAL SCIENCES. (a) The Texas A&M
1416 College of Veterinary Medicine and Biomedical Sciences shall
1517 evaluate the Texas Department of Parks and Wildlife's overall
1618 Chronic Wasting Disease management since 2015 in general and the
1719 department's implementation of the Texas Department of Parks and
1820 Wildlife's August 2020 Chronic Wasting Disease Management Plan.
1921 (b) The Texas A&M College of Veterinary Medicine and
2022 Biomedical Sciences shall compare the Texas Department of Parks and
2123 Wildlife's overall Chronic Wasting Disease management since 2015 in
2224 general and the department's implementation of the Texas
2325 Department of Parks and Wildlife's August 2020 Chronic Wasting
2426 Disease Management Plan to:
2527 (1) Other states' plans and policies related to Chronic
2628 Wasting Disease in deer;
2729 (2) Any national standards related to Chronic Wasting
2830 Disease in deer; and
2931 (3) Any generally accepted practices related to Chronic
3032 Wasting Disease in deer.
3133 (c) The Texas A&M College of Veterinary Medicine and
3234 Biomedical Sciences shall create a Statewide Chronic Wasting
3335 Disease Plan that describes plans and policies used by other
3436 states, national standards, and any other generally accepted
3537 practices related to Chronic Wasting Disease in deer.
3638 (d) The executive director of the Texas Department of Parks
3739 and Wildlife shall implement the practices described by the Texas
3840 A&M College of Veterinary Medicine and Biomedical Sciences'
3941 Statewide plan related to Chronic Wasting Disease in the state's
4042 deer population.
4143 (e) The Texas A&M College of Veterinary Medicine and
4244 Biomedical Sciences shall monitor the Texas Department of Parks
4345 and Wildlife's implementation of the Statewide Chronic Wasting
4446 Disease Plan. The Texas A&M College of Veterinary Medicine and
4547 Biomedical Sciences shall create a report detailing the Texas
4648 Department of Parks and Wildlife's implementation of the Statewide
4749 Chronic Wasting Disease Plan. The Texas A&M College of Veterinary
4850 Medicine and Biomedical Sciences shall send the report to each
4951 member of the legislature, the lieutenant governor, and the Texas
5052 Sunset Commission before the beginning of each legislative session.
5153 SECTION 2. Chapter 161, Agriculture Code, is amended by
5254 adding Subchapter I to read as follows:
5355 SUBCHAPTER I. CHRONIC WASTING DISEASE IN DEER.
5456 Sec. 1.01. ASSESSMENT BY THE TEXAS A&M COLLEGE OF
5557 VETERINARY MEDICINE AND BIOMEDICAL SCIENCES. (a) The Texas A&M
5658 College of Veterinary Medicine and Biomedical Sciences shall
5759 evaluate the Texas Animal Health Commission's overall Chronic
5860 Wasting Disease management since 2015 in general and the
5961 department's implementation of the Texas Department of Parks and
6062 Wildlife's August 2020 Chronic Wasting Disease Management Plan.
6163 (b) The Texas A&M College of Veterinary Medicine and
6264 Biomedical Sciences shall compare the Texas Animal Health
6365 Commission's overall Chronic Wasting Disease management since 2015
6466 in general and the Texas Animal Commission's implementation of the
6567 Texas Department of Parks and Wildlife's August 2020 Chronic
6668 Wasting Disease Management Plan to:
6769 (1) Other states' plans and policies related to Chronic
6870 Wasting Disease in deer;
6971 (2) Any national standards related to Chronic Wasting
7072 Disease in deer; and
7173 (3) Any generally accepted practices related to Chronic
7274 Wasting Disease in deer.
7375 (c) The Texas A&M College of Veterinary Medicine and
7476 Biomedical Sciences shall create a Statewide Chronic Wasting
7577 Disease Plan that describes plans and policies used by other
7678 states, national standards, and any other generally accepted
7779 practices related to Chronic Wasting Disease in deer.
7880 (d) The executive director of the Texas Animal Health
7981 Commission shall implement the practices described by the Texas A&M
8082 College of Veterinary Medicine and Biomedical Sciences' Statewide
8183 related to Chronic Wasting Disease in the state's deer population.
8284 (e) The Texas A&M College of Veterinary Medicine and
8385 Biomedical Sciences shall monitor the Texas Animal Health
8486 Commission's implementation of the Statewide Chronic Wasting
8587 Disease Plan. The Texas A&M College of Veterinary Medicine and
8688 Biomedical Sciences shall create a report detailing the Texas
8789 Animal Health Commission's implementation of the Statewide Chronic
8890 Wasting Disease Plan. The Texas A&M College of Veterinary Medicine
8991 and Biomedical Sciences shall send the report to each member of the
9092 legislature, the lieutenant governor, and the Texas Sunset
9193 Commission before the beginning of each legislative session.
9294 SECTION 3. This Act takes effect immediately if it receives
9395 a vote of two-thirds of all the members elected to each house, as
9496 provided by Section 39, Article III, Texas Constitution. If this
9597 Act does not receive the vote necessary for immediate effect, this
9698 Act takes effect September 1, 2025.
