88 AN ACT
99 relating to the establishment of a law enforcement academy in Eagle
1010 Pass.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 1701, Occupations Code, is amended by
1313 adding Subchapter F-1 to read as follows:
1414 SUBCHAPTER F-1. EAGLE PASS LAW ENFORCEMENT ACADEMY
1515 Sec. 1701.291. DEFINITION. In this subchapter, "academy"
1616 means the law enforcement academy established under this
1717 subchapter.
1818 Sec. 1701.292. ESTABLISHMENT OF LAW ENFORCEMENT ACADEMY.
1919 (a) The commission shall establish and maintain a law enforcement
2020 academy in Eagle Pass.
2121 (b) The academy shall:
2222 (1) provide basic, intermediate, and advanced law
2323 enforcement training under this chapter;
2424 (2) offer courses on topics relevant to:
2525 (A) border security;
2626 (B) rural law enforcement;
2727 (C) community policing; and
2828 (D) mental health response;
2929 (3) collaborate with institutions of higher education
3030 and university systems, as those terms are defined by Section
3131 61.003, Education Code, including Sul Ross State University-Rio
3232 Grande College and the Texas State University System, and local law
3333 enforcement agencies; and
3434 (4) provide continuing education opportunities for
3535 officers and other law enforcement personnel.
3636 Sec. 1701.293. DIRECTOR. (a) The commission shall employ a
3737 director of the academy.
3838 (b) The director shall:
3939 (1) develop the academy's budget and staffing plan;
4040 (2) oversee curriculum development and program
4141 delivery; and
4242 (3) annually report the academy's graduation rates,
4343 training metrics, and employment outcomes to:
4444 (A) the commission; and
4545 (B) the legislature.
4646 Sec. 1701.294. FUNDING. (a) The commission may use any
4747 available funds to establish and maintain the academy, including
4848 from:
4949 (1) legislative appropriations;
5050 (2) state or federal grants;
5151 (3) private donations or partnerships; and
5252 (4) tuition and fees associated with attendance of the
5353 academy.
5454 (b) The commission may apply for and accept state and
5555 federal grants to support the establishment and maintenance of the
5656 academy.
5757 Sec. 1701.295. FACILITIES. The academy's primary facility
5858 must be located in Eagle Pass and include:
5959 (1) classrooms and training labs;
6060 (2) simulation areas for de-escalation, emergency
6161 response, and active shooter drills;
6262 (3) a driving course for vehicle operations training;
6363 and
6464 (4) a firearms training range consistent with state
6565 safety standards.
6666 Sec. 1701.2951. IMPLEMENTATION PLAN. Not later than
6767 December 31, 2026, the commission shall submit a written
6868 implementation plan to the legislature. The implementation plan
6969 must include information regarding the process by which the academy
7070 will establish the facilities described by Section 1701.295. This
7171 section expires September 1, 2027.
7272 Sec. 1701.296. ANNUAL REPORT. Not later than December 1 of
7373 each year, the director of the academy shall submit an annual report
7474 to the legislature. The report must include:
7575 (1) data on enrollment, graduation rates, and job
7676 placement for individuals who enroll in the academy;
7777 (2) information on community engagement initiatives;
7878 and
7979 (3) recommendations for improvements to or expansion
8080 of programs offered by the academy.
8181 SECTION 2. Notwithstanding Section 1701.296, Occupations
8282 Code, as added by this Act, the director of the academy is not
8383 required to submit a report under that section before the first
8484 anniversary of the date on which the academy required by Subchapter
8585 F-1, Chapter 1701, Occupations Code, as added by this Act, begins
8686 offering training to law enforcement officers.
8787 SECTION 3. This Act takes effect September 1, 2025.
