9 | 9 | | relating to the composition of the advisory committee for metal |

10 | 10 | | recycling entities. |

11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Section 1956.017(b), Occupations Code, is |
---|
13 | 13 | | amended to read as follows: |
---|
14 | 14 | | (b) The advisory committee consists of 17 [15] members |
---|
15 | 15 | | appointed by the director as follows: |
---|
16 | 16 | | (1) one representative of the department; |
---|
17 | 17 | | (2) two representatives of local law enforcement |
---|
18 | 18 | | agencies located in different municipalities, each with a |
---|
19 | 19 | | population of 500,000 or more; |
---|
20 | 20 | | (3) two representatives of local law enforcement |
---|
21 | 21 | | agencies located in different municipalities, each with a |
---|
22 | 22 | | population of 200,000 or more but less than 500,000; |
---|
23 | 23 | | (4) one representative of a local law enforcement |
---|
24 | 24 | | agency located in a municipality with a population of less than |
---|
25 | 25 | | 200,000; |
---|
26 | 26 | | (5) five representatives of metal recycling entities, |
---|
27 | 27 | | at least one of whom must have substantial business experience with |
---|
28 | 28 | | transactions involving the purchase or acquisition of catalytic |
---|
29 | 29 | | converters; |
---|
30 | 30 | | (6) two members who represent industries that are |
---|
31 | 31 | | impacted by theft of regulated material; |
---|
32 | 32 | | (7) one sheriff of a county with a population of |
---|
33 | 33 | | 500,000 or more; [and] |
---|
34 | 34 | | (8) one sheriff of a county with a population of less |
---|
35 | 35 | | than 500,000; |
---|
36 | 36 | | (9) one sheriff who has experience investigating the |
---|
37 | 37 | | theft of tubular steel used in the process of drilling and |
---|
38 | 38 | | completing oil and gas wells; and |
---|
39 | 39 | | (10) one member who represents the oil and gas |
---|
40 | 40 | | industry. |
---|
41 | 41 | | SECTION 2. As soon as practicable after the effective date |
---|
42 | 42 | | of this Act, the public safety director of the Department of Public |
---|
43 | 43 | | Safety of the State of Texas shall appoint two additional members to |
---|
44 | 44 | | the advisory committee as required by Section 1956.017, Occupations |
---|
45 | 45 | | Code, as amended by this Act. |
---|
46 | 46 | | SECTION 3. This Act takes effect September 1, 2025. |
