77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the composition of the advisory committee for metal
1010 recycling entities.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 1956.017(b), Occupations Code, is
1313 amended to read as follows:
1414 (b) The advisory committee consists of 17 [15] members
1515 appointed by the director as follows:
1616 (1) one representative of the department;
1717 (2) two representatives of local law enforcement
1818 agencies located in different municipalities, each with a
1919 population of 500,000 or more;
2020 (3) two representatives of local law enforcement
2121 agencies located in different municipalities, each with a
2222 population of 200,000 or more but less than 500,000;
2323 (4) one representative of a local law enforcement
2424 agency located in a municipality with a population of less than
2525 200,000;
2626 (5) five representatives of metal recycling entities,
2727 at least one of whom must have substantial business experience with
2828 transactions involving the purchase or acquisition of catalytic
2929 converters;
3030 (6) two members who represent industries that are
3131 impacted by theft of regulated material;
3232 (7) one sheriff of a county with a population of
3333 500,000 or more; [and]
3434 (8) one sheriff of a county with a population of less
3535 than 500,000;
3636 (9) one sheriff who has experience investigating the
3737 theft of tubular steel used in the process of drilling and
3838 completing oil and gas wells; and
3939 (10) one member who represents the oil and gas
4040 industry.
4141 SECTION 2. As soon as practicable after the effective date
4242 of this Act, the public safety director of the Department of Public
4343 Safety of the State of Texas shall appoint two additional members to
4444 the advisory committee as required by Section 1956.017, Occupations
4545 Code, as amended by this Act.
4646 SECTION 3. This Act takes effect September 1, 2025.
