| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Sections 485.023 (3), Government Code, is |
|---|
| 10 | 12 | | amended to read as follows: |
|---|
| 11 | 13 | | (3) at least 60 percent of the moving image project must be |
|---|
| 12 | 14 | | [filmed] produced in Texas; and |
|---|
| 13 | 15 | | SECTION 2. Sections 485A.002(1), Government Code, is |
|---|
| 14 | 16 | | amended by adding subsection (F) to read as follows: |
|---|
| 15 | 17 | | (1) "Media production facility" means a structure, |
|---|
| 16 | 18 | | building, or room used for the specific purpose of creating a moving |
|---|
| 17 | 19 | | image project. The term includes but is not limited to: |
|---|
| 18 | 20 | | (A) a soundstage and scoring stage; |
|---|
| 19 | 21 | | (B) a production office; |
|---|
| 20 | 22 | | (C) an editing facility, an animation production facility, |
|---|
| 21 | 23 | | and a video game production facility; |
|---|
| 22 | 24 | | (D) a storage and construction space; and |
|---|
| 23 | 25 | | (E) a sound recording studio and motion capture studio. |

| 24 | 26 | | (F) a parking lot or structure located adjacent to the media |
|---|
| 25 | 27 | | production facility, designated for use by the facility's employees |
|---|
| 26 | 28 | | and clients. |
|---|
| 27 | 29 | | SECTION 3. Section 485A.102 (2) and (3), Government Code, |
|---|
| 28 | 30 | | are amended to read as follows: |
|---|
| 29 | 31 | | (2) if the real property is a building or other facility, be |
|---|
| 30 | 32 | | renovated [solely] for the purpose of being converted into one or |
|---|
| 31 | 33 | | more media production facilities; or |
|---|
| 32 | 34 | | (3) if the real property consists [solely] of one or more |
|---|
| 33 | 35 | | media production facilities, be improved or renovated for that |
|---|
| 34 | 36 | | purpose or will be expanded into one or more additional media |
|---|
| 35 | 37 | | production facilities. |
|---|
| 36 | 38 | | SECTION 4. This Act takes effect September 1, 2025. |
