46 A BILL TO BE ENTITLED
57 AN ACT
68 relating to Media Production Development Zones and the functions of
79 the Texas Film Commission.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Sections 485.023 (3), Government Code, is
1012 amended to read as follows:
1113 (3) at least 60 percent of the moving image project must be
1214 [filmed] produced in Texas; and
1315 SECTION 2. Sections 485A.002(1), Government Code, is
1416 amended by adding subsection (F) to read as follows:
1517 (1) "Media production facility" means a structure,
1618 building, or room used for the specific purpose of creating a moving
1719 image project. The term includes but is not limited to:
1820 (A) a soundstage and scoring stage;
1921 (B) a production office;
2022 (C) an editing facility, an animation production facility,
2123 and a video game production facility;
2224 (D) a storage and construction space; and
2325 (E) a sound recording studio and motion capture studio.
2426 (F) a parking lot or structure located adjacent to the media
2527 production facility, designated for use by the facility's employees
2628 and clients.
2729 SECTION 3. Section 485A.102 (2) and (3), Government Code,
2830 are amended to read as follows:
2931 (2) if the real property is a building or other facility, be
3032 renovated [solely] for the purpose of being converted into one or
3133 more media production facilities; or
3234 (3) if the real property consists [solely] of one or more
3335 media production facilities, be improved or renovated for that
3436 purpose or will be expanded into one or more additional media
3537 production facilities.
3638 SECTION 4. This Act takes effect September 1, 2025.
