| 9 | 9 | | relating to the authority of a municipality to finance certain |
|---|
| 10 | 10 | | venue projects with a short-term motor vehicle rental tax. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 334.1015(a), Local Government Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (a) Except as provided by Subsection (b), this subchapter |
|---|
| 15 | 15 | | does not apply to the financing of a venue project that is an area or |
|---|
| 16 | 16 | | facility that is part of: |
|---|
| 17 | 17 | | (1) a municipal parks and recreation system; or |
|---|
| 18 | 18 | | (2) a park that is: |
|---|
| 19 | 19 | | (A) 200 acres or greater; |
|---|
| 20 | 20 | | (B) a national historic landmark; and |
|---|
| 21 | 21 | | (C) located in a municipality with a population |
|---|
| 22 | 22 | | greater than 1.3 million and less than 1.4 million. |

| 23 | 23 | | SECTION 2. The changes in law made by this Act do not affect |
|---|
| 24 | 24 | | the validity of a bond, contractual obligation, or other obligation |
|---|
| 25 | 25 | | for which revenue was pledged or committed under Subchapter E, |
|---|
| 26 | 26 | | Chapter 334, Local Government Code, before the effective date of |
|---|
| 27 | 27 | | this Act. Bonds, contractual obligations, or other obligations for |
|---|
| 28 | 28 | | which revenue was pledged or committed before that date are |
|---|
| 29 | 29 | | governed by the law in effect when the revenue was pledged or |
|---|
| 30 | 30 | | committed, and that law is continued in effect for the purposes of |
|---|
| 31 | 31 | | the validity of those bonds, contractual obligations, and other |
|---|
| 32 | 32 | | obligations. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2025. |
