77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a periodic comprehensive performance audit of certain
1010 operations of hospital districts located in populous counties.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter C, Chapter 281, Health and Safety
1313 Code, is amended by adding Section 281.0495 to read as follows:
1414 Sec. 281.0495. PERIODIC COMPREHENSIVE PERFORMANCE AUDIT.
1515 (a) The commissioners court shall contract at least once every five
1616 years with an independent auditor for a comprehensive performance
1717 audit of the district's management, accounting practices,
1818 financial controls, recordkeeping, and compliance with applicable
1919 law.
2020 (b) The audit required under this section must include:
2121 (1) an evaluation of the performance of:
2222 (A) the district in each area described by
2323 Subsection (a); and
2424 (B) the district's vendors with respect to each
2525 contract between the vendor and the district; and
2626 (2) a determination whether the district's management
2727 adheres to the best practices and national standards applicable to
2828 the administration of hospitals and hospital systems.
2929 (c) The auditor shall produce and provide to the district
3030 and commissioners court a written audit report that describes any
3131 deficiencies identified during the audit and includes the auditor's
3232 recommendations to address those deficiencies.
3333 (d) If the district maintains a publicly accessible
3434 Internet website, the district shall post the report described by
3535 Subsection (c) in a conspicuous location on the district's website.
3636 (e) The commissioners court shall hold a public hearing on
3737 the report described by Subsection (c).
3838 SECTION 2. This Act takes effect September 1, 2025.
