| 10 | 10 | | operations of hospital districts located in populous counties. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter C, Chapter 281, Health and Safety |
|---|
| 13 | 13 | | Code, is amended by adding Section 281.0495 to read as follows: |
|---|
| 14 | 14 | | Sec. 281.0495. PERIODIC COMPREHENSIVE PERFORMANCE AUDIT. |
|---|
| 15 | 15 | | (a) The commissioners court shall contract at least once every five |
|---|
| 16 | 16 | | years with an independent auditor for a comprehensive performance |
|---|
| 17 | 17 | | audit of the district's management, accounting practices, |
|---|
| 18 | 18 | | financial controls, recordkeeping, and compliance with applicable |
|---|
| 19 | 19 | | law. |
|---|
| 20 | 20 | | (b) The audit required under this section must include: |
|---|
| 21 | 21 | | (1) an evaluation of the performance of: |
|---|
| 22 | 22 | | (A) the district in each area described by |
|---|
| 23 | 23 | | Subsection (a); and |
|---|
| 24 | 24 | | (B) the district's vendors with respect to each |
|---|
| 25 | 25 | | contract between the vendor and the district; and |
|---|
| 26 | 26 | | (2) a determination whether the district's management |
|---|
| 27 | 27 | | adheres to the best practices and national standards applicable to |
|---|
| 28 | 28 | | the administration of hospitals and hospital systems. |
|---|
| 29 | 29 | | (c) The auditor shall produce and provide to the district |
|---|
| 30 | 30 | | and commissioners court a written audit report that describes any |
|---|
| 31 | 31 | | deficiencies identified during the audit and includes the auditor's |
|---|
| 32 | 32 | | recommendations to address those deficiencies. |
|---|
| 33 | 33 | | (d) If the district maintains a publicly accessible |
|---|
| 34 | 34 | | Internet website, the district shall post the report described by |
|---|
| 35 | 35 | | Subsection (c) in a conspicuous location on the district's website. |
|---|
| 36 | 36 | | (e) The commissioners court shall hold a public hearing on |
|---|
| 37 | 37 | | the report described by Subsection (c). |
|---|
| 38 | 38 | | SECTION 2. This Act takes effect September 1, 2025. |
