| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. The heading to Subchapter B, Chapter 545, |
|---|
| 12 | 12 | | Transportation Code, is amended to read as follows: |
|---|
| 13 | 13 | | SUBCHAPTER B. DRIVING ON [RIGHT SIDE OF] ROADWAY, OFF ROADWAY, AND |

| 14 | 14 | | PASSING |

| 15 | 15 | | SECTION 2. Subchapter B, Chapter 545, Transportation Code, |
|---|
| 16 | 16 | | is amended by adding Section 545.067 to read as follows: |
|---|
| 17 | 17 | | Sec. 545.067. DRIVING OFF ROADWAY. (a) Except as provided |
|---|
| 18 | 18 | | by this subtitle, an operator may not drive a motor vehicle between |
|---|
| 19 | 19 | | a curb or lateral line of a roadway and the adjacent property line |
|---|
| 20 | 20 | | for the purpose of normal vehicular travel. |
|---|
| 21 | 21 | | (b) This section does not apply to: |
|---|
| 22 | 22 | | (1) a vehicle stopping, standing, or parking on the |
|---|
| 23 | 23 | | shoulder; |
|---|
| 24 | 24 | | (2) a vehicle driving on an improved shoulder in the |
|---|
| 25 | 25 | | manner authorized by Section 545.058; |
|---|
| 26 | 26 | | (3) a vehicle entering or leaving the roadway from an |
|---|
| 27 | 27 | | alley, private road, or driveway; |
|---|
| 28 | 28 | | (4) a vehicle operated for the purpose of maintaining |
|---|
| 29 | 29 | | the highway or adjacent property; |
|---|
| 30 | 30 | | (5) an authorized emergency vehicle; |
|---|
| 31 | 31 | | (6) a highway maintenance or construction vehicle, as |
|---|
| 32 | 32 | | defined by Section 547.001; or |
|---|
| 33 | 33 | | (7) a service vehicle, as defined by Section 547.001. |
|---|
| 34 | 34 | | SECTION 3. This Act takes effect September 1, 2025. |
